The market demand in our province continues to be depressed, the inventory of enterprises remains high, the cement and clinker are at a high level, and the production and operation are in trouble. Through market field research, the association held regional meetings to listen to the opinions of enterprises, and now formed the following resolutions on the peak staggering production of the industry in the fourth quarter of 2025:

I. Kiln shutdown schedule

All new dry process cement clinker production lines in the province will implement 65 + N days of peak staggering production and kiln shutdown.

2. Relevant requirements

1. Each enterprise shall fill in the off-peak shutdown time on a monthly basis according to its own production and operation conditions, so as to ensure that the actual total off-peak time in the fourth quarter is not less than 65 days.

2. Each regional branch can increase the more precise and scientific peak staggering time according to the regional market situation, and must ensure that the precise peak staggering and rigid kiln shutdown in the fourth quarter are not less than 65 days/piece.

3. Regional cement branches should vigorously guide and urge relevant enterprises to fill in precise peak-staggering production plans and submit them to Zheng Lin of the Provincial Cement Industry Association on September 29.
