On September 27, the opening ceremony of Beijing-Harbin Reconstruction and Expansion, Benhuankuan and Lingsui Expressway in Liaoning Province was held simultaneously in Jinzhou Main Venue and Benxi and Chaoyang Branch Venues. Hao Peng, Secretary of the Liaoning Provincial Party Committee and Director of the Standing Committee of the Provincial People's Congress, announced the opening ceremony. Wang Xinwei, Deputy Secretary of the Provincial Party Committee and Governor of Liaoning Province, made a speech. Zhou Bo, Chairman of the Provincial Political Consultative Conference, attended the opening ceremony. Dai Hegen, Party Secretary and Chairman of China Railway Construction Corporation, was invited to attend the ceremony and delivered a speech.
Dai Hegen thanked the Liaoning Provincial Party Committee and the provincial government for their long-term trust and strong support to China Railway Construction. He said that in recent years, Liaoning has implemented a three-year campaign to comprehensively revitalize new breakthroughs, focusing on industrial transformation, innovation-driven and open cooperation, speeding up the construction of a strong transportation province, building a strong line of defense for people's livelihood and security, and promoting the economic and social development of the province to achieve remarkable results. As a central enterprise inheriting the red blood, China Railway Construction has always regarded serving the national strategy and helping local development as its primary mission. Since the construction of the three expressways started, the construction team, under the strong leadership of the Liaoning Provincial Party Committee and the provincial government and with the full support of the cities along the line, has made innovative use of new technologies such as UAV inspection, 3D intelligent paving system and long-life asphalt, aiming at building benchmarking projects, quality projects and green projects. Safety and quality have been better guaranteed, investment and construction tasks have been overfulfilled for three consecutive years, and safe, high-quality and efficient traffic has been achieved one year ahead of schedule, which not only creates the "acceleration" of engineering construction, but also writes a "new model" of win-win cooperation between central and local governments. China Railway Construction Corporation will take this as a new starting point, continue to cultivate and serve Liaoning, focus on Liaoning's needs, give full play to its capabilities, deepen cooperation in promoting infrastructure upgrading, promoting regional coordinated development, promoting urban renewal and empowerment, strengthening scientific and technological innovation and promoting the development of new industries, and contribute more wisdom and strength to the construction of Chinese-style modern Liaoning. The main venue of the
opening ceremony is located in Linghai Service Area of Beijing-Harbin Expressway, and the branch venue is located in Xiaoshi Service Area of Benhuankuan Expressway and Kazuo Toll Station of Lingsui Expressway, which are synchronized by video link. Before
listening to the introduction
of the project and the opening ceremony, Dai Hegen and the leaders of Liaoning Province also visited the Beijing-Harbin Reconstruction and Expansion Service Area and visited the participating units together.
It is reported that China Railway Construction Corporation has participated in the reconstruction and expansion of Beijing-Harbin and the construction of Lingsui Expressway. Among them, the reconstruction and expansion project of Suizhong (Jiliao boundary) to Panjin section of Beijing-Harbin Expressway (Shenshan section) is the first long-distance ten-lane expressway in China, with a total length of 238.04 kilometers . China Railway 12th Bureau, China Railway Construction Bridge Bureau, China Railway 14th Bureau, China Railway 19th Bureau and other units participated in the construction of 102.75 kilometers. This section is the golden passage connecting Beijing, Tianjin, Hebei and Northeast China, which bears more than 80% of the freight volume entering and leaving the customs. The total length of Lingyuan (Mongolia-Liaoning boundary) to Suizhong section of Chifeng-Suizhong Expressway is 175.439 kilometers , which is invested and constructed by Railway Construction Investment. China Railway 11th Bureau, China Railway 12th Bureau, China Railway Construction Bridge Bureau, China Railway 14th Bureau, China Railway 16th Bureau, China Railway 19th Bureau, China Railway 20th Bureau, China Railway 25th Bureau and other units undertake the construction. The highway traverses the eastern part of Inner Mongolia and the western part of Liaoning. It is an important connecting line of the two domestic expressways, Beijing-Harbin and Changsha-Shenzhen, and opens up a new channel for the western part of Liaoning and the eastern part of Inner Mongolia to enter the customs.
