On September 26, the People's Government of Longhua District, Haikou City, Hainan Province, issued a notice on the approval of land expropriation for the project of ready-mixed commercial concrete mixing station in Longhua District, Haikou City.
The approved land acquisition plot is intended to be used for the construction of the ready-mixed commercial concrete mixing station project in Longhua District, Haikou City, located within the scope of Cangxi Village, Chengxi Town, Longhua District, Haikou City, and the ownership unit is collectively owned by the Cangxi Village Economic Society of Chengxi Town. The total land expropriation area is 15.6815 hectares (235.22 mu), including 11.4091 hectares (171.14 mu) of agricultural land and 4.2724 hectares (64.08 mu) of construction land.
In accordance with the relevant provisions of the Land Administration Law of the People's Republic of China and the Regulations on the Implementation of the Land Administration Law of the People's Republic of China, the contents and related matters of the approved expropriation of collective land are hereby announced as follows:
Hainan Provincial People's Government approved the Implementation Plan of Agricultural Land Conversion and Land Expropriation in Haikou City in 2025 (NZ341 and NZ347 Plots) with Qiongfu Entrusted (Haikou) [2025] No.42, and approved the use of Class II industrial land.
2. The land acquisition unit, land acquisition area and location
of the approved land acquisition plot are intended to be used for the construction of the ready-mixed commercial concrete mixing station project in Longhua District, Haikou City, which is located within the scope of Cangxi Village, Chengxi Town, Longhua District, Haikou City, and the ownership unit is collectively owned by the economic society of Cangxi Village, Chengxi Town. The total land expropriation area is 15.6815 hectares (235.22 mu), including 11.4091 hectares (171.14 mu) of agricultural land and 4.2724 hectares (64.08 mu) of construction land. III. Compensation and Resettlement Standards for Land Requisition and Resettlement Approaches
1. Compensation and Resettlement Standards for Land Requisition shall be implemented in accordance with the Notice of the People's Government of Hainan Province on Re-publishing the Comprehensive Land Price of Land Requisition Areas in the Province (Qiongfu [2024] No.9).
2. Compensation standards for young crops and ground attachments shall be implemented in accordance with the Notice of Haikou Municipal People's Government on the Issuance of Compensation Standards for Land Expropriation of Young Crops and Ground Attachments in Haikou City (Haifu Regulation No.2024).
3. Resettlement approach: monetary compensation is generally adopted for resettlement.
4. If the compensation and resettlement agreement
has not been signed individually, it shall be negotiated and signed by the Longhua District People's Government of Haikou City within one month from the date of posting this announcement. If it has not been signed within the time limit, the decision on compensation and resettlement for land expropriation will be made on the basis of the compensation and resettlement scheme for land expropriation and the results of the investigation on compensation registration by the people's government of Longhua District.
V. Pension Insurance Premiums
for Land-expropriated Peasants Pension Insurance Payment Subsidies for Land-expropriated Peasants in accordance with the Measures of the People's Government of Hainan Province on Printing and Distributing the Measures of Hainan Province for Land-expropriated Peasants to Participate in Social Pension Insurance The provisions of the Notice (Qiongfu [2013] No.21) shall be implemented by the Municipal Rural Social Endowment Insurance Bureau.
