Strengthen the development and application of information technology in the fields of energy consumption and carbon emissions, promote enterprises to use key energy-using equipment on the cloud platform, form the ability of perception, monitoring, early warning and emergency response, guide enterprises to build a carbon emission data measurement, monitoring and analysis system, and enhance the digital management of carbon emissions. 1. Optimizing the scale and layout of production capacity, resolutely eliminating backward production capacity and eliminating excess production capacity. Strict project access, rational arrangement of construction schedule, strict control of new production capacity of oil refining, coal-to-methanol, coal-to-synthetic ammonia and so on. Promote the park, recycling and green development of the chemical industry, enhance the degree of correlation and coupling between upstream and downstream industries, guide enterprises to change the way of energy use, and encourage the substitution of electricity and natural gas for coal. We will promote the adjustment of raw material structure, control the use of coal for new raw materials, expand the import sources of hydrogen-rich raw materials, and strengthen the efficient utilization of by-product gases such as refinery dry gas and LPG disproportionation tail gas. Optimize the product structure, promote the transformation of chemical industry to fine chemical industry and new chemical materials, focus on the downstream development of modified engineering plastics, photovoltaic films, medical devices, synthetic resins and other high value-added products around ethylene, and focus on the development of electronic grade polysilicon, silicon-based electronic gases, silicon carbon anode materials around silicon-based materials. 2. Strictly implement the policy of capacity replacement of electrolytic aluminium. Accelerate the development of recycled non-ferrous metals industry, improve the recycling, sorting and processing network of waste non-ferrous metals resources, increase the output of recycled non-ferrous metals, and strengthen the industry of recycled aluminium and copper. Promote clean energy substitution and increase the proportion of green electricity consumption. Promote the application of intelligent control technology in the whole process, strengthen the coordinated control of carbon emission reduction and "three wastes" pollutants, and improve the level of smelting technology in the whole life cycle. We will accelerate the promotion and application of advanced and applicable green low-carbon technologies, improve the level of waste heat recovery in the production of non-ferrous metals, and promote the continuous reduction of energy consumption per unit product.
