Recently, the website of the People's Government of Chunwan Town, Yangchun City, Yangjiang City, Guangdong Province published the first public announcement of the environmental impact assessment of the 2500t/d cement clinker production line energy-saving and environmental protection technical renovation project of Huarun Cement (Yangchun) Co., Ltd.
China Resources Cement (Yangchun) Co., Ltd. has entrusted Guangdong Zhihuan Innovation Environmental Technology Co., Ltd. to carry out the environmental impact assessment of "Energy-saving and Environmental Protection Technical Transformation Project of 2500t/d Cement Clinker Production Line of China Resources Cement (Yangchun) Co., Ltd.". According to the relevant provisions of the Measures for Public Participation in Environmental Impact Assessment (Decree of the Ministry of Ecology and Environment [2018] No.4), in order to facilitate the public to understand the relevant information of the environmental impact assessment of the project, the first information release is now made to the public.
I. Basic Information
of the Construction Project (1) Project Name: 2500t/d Cement Clinker Production Line Energy-saving and Environmental Protection Technical Transformation Project
of China Resources Cement (Yangchun) Co., Ltd. (2) Construction Nature: Technical Transformation;
(3) Construction site: Freedom Village, Chunwan Town, Yangchun City, Yangjiang City;
(4) Construction overview: China Resources Cement (Yangchun) Co., Ltd. (Formerly known as "Yangjiang Yangchun Chuntan Cement Co., Ltd.") is located in Freedom Village, Chunwan Town, Yangchun City, Yangjiang City, and is mainly engaged in the production of clinker, cement, aggregate and other building materials. The company now has a 2500t/d new dry process cement clinker line and a cement production line, with an annual output of 775000 t/a clinker (intermediate products) and 945000 t/a cement (final products), and coordinated disposal of alternative fuels of 150t/d (46500 t/a). The production wastewater and domestic sewage in the operation of the
existing project are all responded to the production after being treated up to the standard in the plant area, and are not discharged. Kiln inlet flue gas control measures are as follows: SO2 adopts "raw material and fuel S content control measures + sulfur absorption in the kiln + limestone-gypsum wet desulfurization", NOx adopts "SNCR" denitration, and particulate matter adopts "high-efficiency bag-type dust collector". HCl, HF, heavy metals and dioxin are removed through the control of harmful elements in raw materials and fuels and the synergistic removal of "high-efficiency bag-type dust collector + limestone-gypsum wet method". "High-efficiency bag-type dust remover" is used for the treatment of flue gas and other dust at the kiln head.
In order to implement the national policy of "standardizing the capacity management of the cement industry, promoting the transformation and upgrading of the cement industry, and achieving the strategic goal of" double carbon ". According to the Notice of the General Office of Market Supervision of the General Office of the Ministry of Ecology and Environment of the General Office of the National Development and Reform Commission of the General Office of the Ministry of Industry and Information Technology on Further Standardizing the Capacity Management of the Cement Industry (Lianyuan Letter of the Ministry of Industry and Information Technology [2024] 406) and the Implementation Measures for Capacity Replacement of the Cement Glass Industry (2024). The construction unit plans to carry out energy-saving and environmental protection technical transformation of the existing 2500t/d new dry process cement clinker line, and the clinker output after the technical transformation is 3050 t/d.
