1. Direction
of expansion (1) Lowering the threshold for industrial inclusion. --
In 2025, the annual greenhouse gas emissions will reach 1.

In 2026, Buildings (hotels, supermarkets, schools and other public institutions) with annual greenhouse gas emissions of 10000 tons of carbon dioxide equivalent (or annual comprehensive energy consumption of 4000 tons of standard coal) and key emission units of freight ports with annual greenhouse gas emissions of 5000 tons of carbon dioxide equivalent (or annual comprehensive energy consumption of 2000 tons of standard coal) will be included in carbon market management; Road heavy freight transport with annual greenhouse gas emissions of 5000 tons of carbon dioxide equivalent (or annual comprehensive energy consumption of 2000 tons of standard coal) and key emission units of freight ports with annual greenhouse gas emissions of 3000 tons of carbon dioxide equivalent (or annual comprehensive energy consumption of 1000 tons of standard coal) will be included in the list of carbon market reports.
In 2027, road heavy freight transport with annual greenhouse gas emissions of 5000 tons of carbon dioxide equivalent (or annual comprehensive energy consumption of 2000 tons of standard coal) and key emission units of freight ports with annual greenhouse gas emissions of 3000 tons of carbon dioxide equivalent (or annual comprehensive energy consumption of 1000 tons of standard coal) will be included in the carbon market management. Explore the incorporation of key emission units in other non-industrial sectors, such as landfills and sewage treatment, into carbon market management.
(3) Types of greenhouse gases newly covered.
According to the characteristics of industry process, greenhouse gas emission characteristics, management capacity and emission reduction costs, non-carbon dioxide greenhouse gas emission control requirements are formulated, and the types of greenhouse gases covered are increased.
In 2025, methane emissions from paper making, food and beverage, medicine and other industries will be included in the carbon market management.
In 2026, non-carbon dioxide greenhouse gases such as nitrous oxide and fluorine-containing gases in the industrial sector will be included in the management of the carbon market.
2. Key tasks
(1) Determine the scope of control.
1. To formulate a list of key emission units. Industrial and non-industrial key emission units that meet the requirements of expansion will be included in the scope of carbon market management. The competent departments of ecological environment of each city and prefecture shall organize and submit the list of key emission units within their jurisdiction according to the requirements, and after verification, the provincial competent departments shall publicize the list of key emission units in the pilot carbon market of Hubei to the public. Hubei Carbon Emission Trading Center has done a good job in opening accounts for key emission units.
2. Implement dynamic directory management. Update the list of key emission units in time according to the annual carbon emission verification results. Key emission units that meet the threshold for inclusion in the national carbon emission trading market shall be included in the management of the national carbon emission trading market in a timely manner in accordance with the principle of "full acceptance", and the pilot carbon market in Hubei shall not duplicate the management of the same key emission facilities that have been included in the national carbon emission trading market. For those whose greenhouse gas emissions are lower than inclusion standards for two consecutive years, or who do not engage in production and business activities due to closure or closure, they shall be removed from the list of key emission units.
(2) Strengthen the quality management of carbon emission data.
3. Organize and carry out carbon emission verification and accounting. According to the characteristics of industry production, service and greenhouse gas emission, the carbon emission accounting report and verification guidelines for the expansion industry are formulated, and the classification management requirements for key parameters of each industry are clarified. To organize key emission units to prepare annual emission data quality control plans and submit annual greenhouse gas emission reports as required. Organize third-party carbon emission verification agencies to carry out verification of key emission units and strengthen the verification of verification results.
4. Improve the quality management level of carbon emission data. Improve the daily supervision mechanism at the provincial and municipal levels, bring the expansion industry into the normal data quality management support object, and jointly consolidate the pilot carbon market data support. Strengthen the third-party sampling inspection system, verification and evaluation system, improve the carbon emission data quality supervision and management platform, open up the "carbon emission-verification-quota-performance" chain supervision, and prevent data fraud. We will promote the establishment and improvement of carbon emission internal management system and data quality assurance system for key emission units in the expansion industry, and standardize the activities of greenhouse gas emission data quality control plan, data monitoring and acquisition, record and file management, emission accounting and reporting, and information disclosure.
5. Promote the pilot work of carbon measurement. Support enterprises in key industries such as power generation, steel, data centers, construction and freight ports to explore the application of online monitoring technology for carbon emissions. For non-industrial enterprises mainly consuming electricity and natural gas, we should strengthen the integration and analysis of carbon emission management platform and power big data platform, and promote multi-source comparison and anomaly identification. Actively participate in the revision of technical standards for carbon emission accounting and verification based on carbon emission data, and provide support for carbon measurement pilot projects in the national carbon market.
(3) Implementing carbon emission quota management.
6. Improve the management system of carbon emission quotas. Define the medium and long-term carbon emission quota control objectives, scientifically formulate the annual carbon emission quota allocation scheme for the expansion industry, give priority to the benchmarking method and the historical intensity method to allocate quotas, adopt the historical method for the transition of industries with poor data quality, and gradually adjust to the historical intensity method and the benchmarking method when conditions are ripe.
7. We will improve the system of paid distribution of quotas. Strengthen the linkage between the primary and secondary markets, timely assess the operation of the carbon market, and carry out quota auctions on demand. We will improve the quota delivery and repurchase mechanism, balance market supply and demand, and enhance the stability and liquidity of the carbon market. The initial quota should be allocated in a timely manner.
8. Optimize the carbon market offset mechanism. We should expand the linkage between the carbon market and the voluntary emission reduction mechanism, and rationally set the offset ratio. Key emission units are allowed to purchase CCER for quota clearance offset. We will focus on supporting green shipping, low-carbon scenarios and other areas that have outstanding emission reduction effects and are conducive to guiding the green and low-carbon development of society to develop the methodology of carbon inclusive in Hubei Province, optimize the service platform of carbon inclusive, strengthen standardized management, study and explore the scientificity and feasibility of carbon inclusive emission reduction for the offset of quota clearance in the pilot carbon market in Hubei Province, and use high-quality carbon inclusive emission reduction for offset. Promote the implementation of carbon neutrality of large-scale activities.
9. Promote carbon emission quota trading and compliance. We will implement the incentive and restraint mechanism for carbon emission trading, promote the timely and full performance of key emission units in the expansion industry, strengthen credit supervision and credit incentives in registration, trading and settlement, and enhance the ability of enterprises to trade and perform carbon emission quotas.
(4) Fostering and strengthening market players.
10. Expand carbon asset management institutions. We will guide key emission units in the expansion industry to set up carbon asset management departments and full-time posts to enhance the ability and level of carbon asset management. We will standardize the development of comprehensive service business models such as entrusted management of carbon assets, encourage all kinds of carbon service providers to provide diversified services such as carbon inventory and full-process management of carbon assets, and help new key emission units activate carbon assets.
11. Optimize the main structure of the transaction. On the premise of strictly implementing the appropriateness system of individual investors, more high-quality individual investors will be attracted to the market, and a number of institutional investors such as head securities and carbon asset management companies will be introduced to participate in the trading. Timely introduction of funds, trusts and other new subjects to maintain the leading position of the pilot carbon market in Hubei.
12. Innovative carbon finance products. On the premise of preventing financial risks, we should promote the innovation of carbon pledge financing, carbon trusteeship, carbon insurance and other carbon market financial services and tools, standardize the development process of carbon financial products, attract more financial resources to green low-carbon industries, ecological environment co-insurance and other fields, and enlarge the effect of carbon market boosting carbon emission reduction. Explore the use of high-quality carbon inclusive emission reduction for business innovation such as credit enhancement and financing of financial institutions, and broaden the path of value conversion of ecological assets.
3. Safeguard measures

Summarize the mature experience, advanced achievements and excellent cases in the expansion and development in time, increase the intensity of news publicity and reporting, enhance the influence of the pilot carbon market in Hubei in the whole country, and highlight the effectiveness of the pilot carbon market in Hubei.
