The Work Program proposes that from 2025 to 2026, the added value of the iron and steel industry will increase by about 4% annually, the economic benefits will stabilize and rebound, the market supply and demand will be more balanced, the industrial structure will be more optimized, the effective supply capacity will be continuously enhanced, and the level of green, low-carbon and digital development will be significantly improved. The Work Programme has deployed five work initiatives. One is to strengthen industry management. Through the joint implementation of capacity reduction and replacement, output regulation and the implementation of classified management of the iron and steel industry, we will further control the increment, optimize the stock, force backward and inefficient production capacity to withdraw, support the development of superior enterprises, and promote the balance of supply and demand in the industry and the survival of the fittest. The second is to strengthen industrial scientific and technological innovation. Iron and steel industry is an important basic and pillar industry of the national economy, and an important field related to stable industrial growth and stable economic operation. First, the overall requirement

3. Work measures
(1) Strengthen industry management and promote the survival
of the fittest 1. Revise and promulgate the implementation measures of capacity replacement in the iron and steel industry, and increase the intensity of capacity reduction and replacement. To support the development of low-carbon ironmaking processes such as electric furnace steel, hydrogen metallurgy, merger and reorganization, high-end special steel and other projects in line with the direction of industrial development, and to promote industrial reduction development and transformation and upgrading. Strengthen the coordination of policies such as capacity replacement, project filing, environmental assessment, emission permit, industrial product production permit and energy rating. We will support the transfer of iron and steel production capacity in key areas of air pollution prevention and control to outside the region. We will continue to implement the policy of reducing output, implement the annual output control task in accordance with the principle of supporting the development of advanced enterprises and forcing the withdrawal of backward and inefficient production capacity, and promote the dynamic balance between supply and demand.
2. Implement the Standard Conditions for the Iron and Steel Industry (2025 Edition), comprehensively carry out classified evaluation of iron and steel enterprises, and implement three-level management according to leading standard enterprises, standard enterprises and enterprises that do not meet the standard conditions. We will strengthen the coordination of standardized enterprise management at different levels with industrial policies, output control, fiscal, taxation and financial policies, guide resource elements to gather in superior enterprises, and cultivate a number of leading and standardized enterprises.
(2) Strengthen industrial scientific and technological innovation and enhance effective supply capacity
3. Focus on key steel products such as high-performance bearing steel, gear steel, superalloy, tool and die steel needed in high-end equipment, core basic components and other fields. Organize iron and steel enterprises to cooperate with upstream and downstream enterprises, universities and scientific research institutes to tackle key problems in the industrial chain. We will continue to play the role of key platforms for new materials such as ships, marine engineering and ultra-supercritical materials, and accelerate product application verification and iterative upgrading. We will implement the Guidelines for the Construction of Pilot Platforms for New Materials and support local governments and enterprises to build pilot platforms around high-end special steel and hydrogen metallurgy.
4. Focusing on the upgrading needs of major steel industries such as automobiles, machinery, shipbuilding and household appliances, we will study and improve product and application standards, and coordinate with downstream industries to promote product application and upgrading. We will accelerate the improvement of green low-carbon product standards, promote the certification of green low-carbon steel products, and support the promotion and application of green low-carbon steel products in key projects and major projects in areas where conditions permit. Carry out quality and safety traceability for steel products with production licenses such as steel bars.
5. Accelerate the start-up and production expansion of key domestic iron ore projects. Support the normal production of compliance mining enterprises and avoid the "one size fits all" of industry rectification measures. We will increase efforts to ensure the supply and price of raw materials and fuels such as iron ore and coking coal, and support iron and steel enterprises to sign long-term agreements with coking coal and coking enterprises. We will encourage the import of high-quality coking coal resources and high-quality recycled steel resources. In areas where scrap iron and steel resources are concentrated, the construction of an integrated base for scrap iron and steel recycling, processing, distribution and smelting will be carried out.
(3) Expanding effective investment and promoting transformation and upgrading

We will accelerate the upgrading of restricted equipment such as blast furnaces, converters, electric furnaces, tamping coke ovens, top-loading coke ovens and sintering machines, as well as the renewal of old equipment whose first generation of furnace life has expired, and promote the large-scale transformation of main equipment. Promote the application of advanced electric furnace, special smelting and other high-end equipment. 7. Implement the Guidelines for the Implementation of Digital Transformation in the Iron and Steel Industry, study and formulate the evaluation criteria for the level of digital transformation in the iron and steel industry, carry out the evaluation and diagnosis of digital transformation, and cultivate typical scenarios, benchmarking factories and benchmarking enterprises for digital transformation.Promote the development of "artificial intelligence + iron and steel industry", support superior enterprises, scientific research institutes, universities, etc. To establish data resource nodes and build high-quality data sets; accelerate the intelligent adaptation transformation of process equipment, and synchronously promote the application of general vertical large models and scene small models with application scenarios as the traction, general large models as the base and metallurgical mechanism as the basis. We will accelerate the renewal and substitution of industrial operating systems for key enterprises in the iron and steel industry.
8. Promote the implementation of the Opinions on Promoting the Implementation of Ultra-low Emissions in the Iron and Steel Industry, and complete the target task of ultra-low emissions transformation by the end of 2025. Support iron and steel enterprises to implement energy efficiency improvement and transformation, and promote clean energy substitution. Promote the research on the synergistic technology path of pollution reduction and carbon reduction in the iron and steel industry. We will support low-carbon common technologies such as hydrogen metallurgy to tackle key problems, and accelerate the pilot verification and industrialization of integrated technologies and equipment for green power, green hydrogen and pure hydrogen metallurgy. Promote industry enterprises to build a number of digital energy and carbon management centers. We will accelerate the establishment of a carbon footprint accounting standard system for iron and steel products, strengthen carbon measurement management, improve the quality of carbon accounting data, and do a good job in quota trading and clearance after being incorporated into the national carbon emissions trading market.
Expanding consumer demand and stimulating market consumption potential

Deepening upstream and downstream cooperation in key steel areas such as iron and steel and shipbuilding, signing long-term and stable cooperation agreements, and jointly maintaining the stability of the industrial chain. We will actively promote the application of steel structure in residential buildings, public buildings, small and medium-sized span bridges and other fields, and support industry associations to build a whole industry chain cooperation mechanism for upstream and downstream enterprises, such as steel production, steel structure processing, parts manufacturing, architectural design, construction, installation and decoration. Major iron and steel provinces should play a leading role in accelerating industrial optimization and upgrading. Industry associations should take positive actions to curb vicious competition, organize enterprises to correctly understand and accurately grasp the development situation of the industry, strictly implement national policies on capacity and output control, guide enterprises to gradually establish self-discipline mechanisms around key products and key regions, and strive to create a market environment of fair competition in accordance with laws and regulations; We should strengthen policy interpretation and promptly reflect new situations, new problems, and countermeasures and suggestions.
(2) Strengthen policy support.
