Huang Runqiu pointed out that since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has made important speeches and instructions on the prevention and control of air pollution on many occasions, pointing out the way forward and providing fundamental follow-up for the continuous and in-depth fight against the blue sky. The CPC Central Committee and the State Council have made a series of decisions and arrangements, with unprecedented measures, great efforts and remarkable results, and China has become the country with the fastest air quality improvement in the world. Since the 14th Five-Year Plan, under the scientific guidance of Xi Jinping's ecological civilization thought, relevant departments in various regions have adhered to the same direction and efforts, strengthened the coordinated control of fine particulate matter (PM2.5) and ozone, and made new and solid strides in the prevention and control of air pollution. We will accelerate the green transformation and upgrading of industries, continuously deepen pollution reduction in key industries; promote clean and efficient use of energy, and constantly show the synergistic effect of pollution reduction and carbon reduction; improve the level of clean transportation, and make solid progress in mobile source pollution control; improve institutional mechanisms and plans, and make more efficient emergency response to polluted weather; Consolidate the basic support of atmospheric control, improve the level of precise and scientific pollution control according to law, and make new and important progress and achievements in all aspects of work.
Huang Runqiu emphasized that building a beautiful blue sky is an important aspect of comprehensively promoting the construction of a beautiful China, an important grasp of accelerating the green and low-carbon transformation of the development mode, and a powerful measure to meet the needs of the people for a beautiful ecological environment. We should deeply understand the great significance of promoting the construction of beautiful blue sky, accurately grasp the situation and tasks we are facing, scientifically apply the correct methods and strategies, find a way to control the atmospheric environment with Chinese characteristics, and strive to achieve the goal that the air is always new and the blue sky is always there. First, we should adhere to the people-centered work orientation. Efforts should be made to further reduce the concentration of PM2.5, eliminate heavily polluted weather, and make great efforts to solve the problems strongly reflected by the people, such as stench and cooking fumes. Second, we should adhere to the keynote of steady progress. Maintain strategic determination, grasp the rhythm of work, achieve perseverance and long-term success, and comprehensively improve the ability and effectiveness of atmospheric environmental governance. Third, we should adhere to the working methods of scientific and systematic treatment. We should coordinate development and protection, focus and overall situation, pollution reduction and carbon reduction, make precise efforts and targeted measures, and make every effort to solve structural, long-term and root problems. Fourth, we should adhere to the working path of reform and innovation. Strengthen mechanism innovation, technological innovation and management innovation, improve the co-governance pattern of government-led, enterprise-led and public participation, strengthen scientific and technological research on atmospheric environmental governance, and continuously improve the level of intelligent supervision.
Huang Runqiu pointed out that this year is the closing year of the 14th Five-Year Plan. We should earnestly implement the deployment requirements of the Party Central Committee and the State Council, identify the focus and key points, carry out in-depth air pollution prevention and control actions in autumn and winter, and ensure the completion of the 14th Five-Year Plan air quality improvement goals. We should speed up the completion of key engineering tasks and further intensify our efforts to effectively reduce basic emissions, focusing on the transformation of ultra-low emissions, the elimination of coal-fired boilers and kilns, the management of bulk coal, and the clean transportation of bulk goods. We should implement the regional emergency linkage mechanism, adhere to early consultation, early warning and early action, improve the accuracy of forecasting, scientifically implement differentiated control measures, and effectively deal with the possible long-term and large-scale heavy pollution weather. We should strictly implement the requirement of rectifying formalism to reduce the burden at the grass-roots level, resolutely put an end to the practice of inaction in peacetime and "one-size-fits-all" in emergencies, carry out inspection and assessment as a whole, further standardize the administrative inspection of enterprises involved, and ensure that nothing is disturbed.
Huang Runqiu stressed that the "15th Five-Year Plan" period is the key period for building a beautiful China and achieving a fundamental improvement in the ecological environment. We should earnestly sum up the experience and practices of the "14th Five-Year Plan" and scientifically plan key work of air pollution prevention and control in the "15th Five-Year Plan". Adhere to the "one main line", that is, take the continuous decline of PM2.5 concentration as the main line, vigorously promote the emission reduction of nitrogen oxides and volatile organic compounds, and coordinate the control of ozone pollution. Promote the "two in-depth", namely, to further promote structural transformation, vigorously promote the optimization and adjustment of industrial, energy and transportation structures, and solve the problem of air pollution from the source; to further implement pollution control, strengthen the coordinated emission reduction of multi-pollutants, and strongly support the continuous improvement of air quality. To achieve "three upgrades", that is, to enhance the guidance of laws and regulations, to promote the practical experience of air pollution prevention and control into a legal system, to accelerate the formulation and revision of relevant standards, to enhance the effectiveness of policy mechanisms, to optimize and improve the atmospheric environmental management system, and to innovate the differentiated management policies of finance, price, finance, taxation and environmental protection; Enhance the ability of monitoring and law enforcement, continuously improve the ability of atmospheric environmental monitoring and forecasting, and promote the quality and efficiency of law enforcement and supervision.
