On May 27, the "2025 China Cement Double Carbon Conference and the 13th Energy Conservation and Environmental Protection Technology Exchange Conference" sponsored by China Cement Network officially opened in Wuhan. Lu Guixin, former first-level inspector of the Department of Raw Materials Industry of the Ministry of Industry and Information Technology, delivered a speech at the meeting.
He pointed out that from January to April, the added value of industries above scale increased by 6.4% year-on-year, and the growth rate of major raw material industries was 6.2-10%. Unfortunately, in the first four months, the added value of building materials industry decreased by 0.5% compared with the same period last year, especially in the cement industry, the total output of building materials industry in the first four months was only 495 million tons, down 2.8% compared with the same period last year. This fully shows that the cement industry is most affected by the decline of the real estate industry, and the task of achieving steady growth and improving efficiency is very arduous.
At present, global climate change is bringing severe challenges to human survival and development, and reducing carbon emissions and achieving carbon neutrality have become a global consensus. As a responsible big country, China actively implements its carbon emission reduction commitments and contributes to global climate governance. Cement industry is a key area of energy consumption and carbon dioxide emissions, and its carbon emission reduction process plays a vital role in achieving the goal of "double carbon" in China. With the increasingly stringent constraints on national energy intensity and carbon emissions, it is urgent to reduce carbon emissions in the cement industry.
Cement industry is an important basic industry of the national economy, which must adapt to the needs of the development of the situation, shoulder the responsibility of carbon reduction, regard green development as the core of the development of the industry, and actively participate in carbon emission reduction actions, which is not only responsible for the environment and society, but also an inevitable choice for the sustainable development of the industry.

On this occasion, I would like to express my warm congratulations on the convening of this conference! Since
this year, in the face of the complex situation of increasing external shocks and overlapping internal difficulties and challenges, under the strong leadership of the Party Central Committee with Comrade Xi Jinping as its core, various departments in various regions have earnestly implemented the decis ion-making arrangements of the Party Central Committee and the State Council, adhered to the general tone of steady and progressive work, fully, accurately and comprehensively implemented the new development concept, and accelerated the construction of a new one. In recent years, the state attaches great importance to the green and low-carbon development of the cement industry, and has issued a series of policies and measures. Especially last year, the National Development and Reform Commission, in conjunction with the Ministry of Industry and Information Technology and other departments, issued the Special Action Plan for Energy Conservation and Carbon Reduction in the Cement Industry, which clearly stated that by the end of 2025, the production capacity of cement clinker would be controlled at about 1.8 billion tons, and the proportion of production capacity above the benchmark level of energy efficiency would reach 30%. The comprehensive energy consumption per unit product of cement clinker will be reduced by 3.7% compared with 2020. These policies have pointed out the direction for the low-carbon transformation of the cement industry and provided strong policy support.
How to better promote the low-carbon green development of the cement industry, here, I would like to talk about the following personal opinions for reference:
First, we should speed up technological innovation and transformation. We will accelerate the development and application of new energy-saving and carbon-reducing technologies, accelerate the technological transformation of cement production, and focus on improving the energy efficiency of key processes such as firing and grinding. We will actively explore cutting-edge technologies such as hydrogen energy calcination of cement clinker, strengthen key technologies and equipment for energy saving and carbon reduction in the cement industry, continuously improve production energy efficiency and reduce carbon emissions.
Second, we should promote the optimization of energy structure. We will promote the use of biomass fuels in cement kilns and support the high calorific value, low cost and standardized pretreatment of alternative fuels. Increase the proportion of renewable energy use in an orderly manner, encourage cement enterprises to promote the development and operation of distributed photovoltaic, decentralized wind power and multi-energy storage, and promote efficient utilization modes such as waste heat and pressure power generation and heating.
Third, we should promote the green transformation of industry. We will support the development of low-calcium cement clinker, low-clinker coefficient cement, sulphoaluminate and other cement varieties, promote the substitution of non-carbonate raw materials, and develop low-carbon cement products such as new carbon-fixing cementitious materials. Improve the level of clean transportation in the cement industry, promote clean transportation modes such as railways, waterways, closed belt corridors, new energy vehicles and ships, and promote new energy transformation of operating vehicles and machinery according to local conditions.
Fourth, we should strengthen digital management. Enterprises are encouraged to establish data acquisition and distributed control systems, expert optimization intelligent control systems, and explore the application scenarios of "industrial Internet + energy efficiency management" to enhance the level of production intelligence. Through digital means, accurate monitoring and management of energy consumption and carbon emissions can be achieved, and management efficiency and scientific decision-making can be improved.
Fifth, we should strengthen coordination and cooperation. Cement enterprises, enterprises, scientific research institutions and trade associations should strengthen cooperation to form a joint force. Enterprises should actively participate in the formulation of industry standards, strengthen technical exchanges and sharing, and jointly tackle technical problems; scientific research institutions should increase investment in research and development, and provide more advanced and applicable technologies and equipment for the industry; industry associations should play a bridge role, strengthen industry self-discipline, and promote the implementation of policies.
Dear leaders, entrepreneurs and experts, it is a long-term and arduous task to realize the low-carbon green development of the cement industry.
