Announcement of Environmental Impact Assessment of Dongfang Hope Cement Kiln Co-processing Solid Waste Reconstruction Project!

18 September, Chongqing Municipal Bureau of Ecology and Environment issued a public announcement on the acceptance of EIA documents for the reconstruction project of Dongfang Hope Chongqing Cement Co., Ltd. using cement kilns to co-dispose of solid waste. The publicity period is from September 18, 2025 to September 24, 2025. According to the

data, the project is located in Zhanpu Group (Yanzi Village, Zhanpu Town), Fengdu Industrial Park, Chongqing, with a total investment of 12 million yuan, including 1.2 million yuan for environmental protection. The specific overview of the

project is as follows: Dongfang Hope Chongqing Cement Co., Ltd. plans to cancel the collaborative disposal of 50,000 tons/year of hazardous waste by No.5 cement clinker production line and 200,000 tons/year of polluted soil by No.6 cement clinker production line. Chongqing Pengze Science and Technology Co., Ltd. implements the reconstruction project of Dongfang Hope Chongqing Cement Co., Ltd. using cement kiln to co-dispose solid waste with 3200 tons/day cement clinker production line No.6 of Dongfang Hope Chongqing Cement Co., Ltd. to co-dispose 49600 tons/year of solid and semi-solid hazardous waste, which is 5% of the cement clinker production capacity of Line 6.

The main construction contents include the reconstruction of the contaminated soil temporary warehouse of the existing No.6 cement clinker production line, the setting of hazardous waste storage warehouse and pretreatment system area, the construction of a new set of kiln conveying system and the addition of a new input point in the kiln end decomposition furnace of the existing No.6 cement clinker production line, the construction of a new nitrogen generator and a 20m3 nitrogen storage tank; A new two-storey office and laboratory will be built in the open space on the south side of the existing contaminated soil temporary storage; the existing 300m3 accident pool on the north side of the contaminated soil temporary storage will be transformed into a 100m3 wastewater collection pool, a 200m3 accident pool and an initial rainwater collection pool, which will be connected to the 800m3 accident pool beside the No.5 cement clinker production line. After the implementation of the

project, the hazardous wastes entering the No.6 cement clinker production line to be co-disposed include HW02 pharmaceutical waste, HW03 waste medicine, medicine, HW06 waste organic solvent and waste containing organic solvent, HW08 waste mineral oil and waste containing mineral oil, HW11 distillation residue, HW12 dye, Paint waste, HW13 organic resin waste, HW17 surface treatment waste, HW48 non-ferrous metal mining and smelting waste, HW49 other wastes and other solid and semi-solid hazardous wastes in 10 categories and 108 sub-categories, totaling 49600 tons. Subsequent co-disposal needs to adjust the actual scale of co-disposal according to the requirements of documents such as the work plan for peak staggering and emission reduction in key industries.
