According to the relevant provisions of the approval procedures for environmental impact assessment of construction projects, after deliberation, our department intends to make approval opinions on the transformation project of Henan Mengdian Group Cement Co., Ltd. using cement kilns to co-dispose solid waste and fuel substitution. In order to ensure the seriousness and fairness of the approval opinions, the basic information of the environmental impact assessment documents of Henan Mengdian Group Cement Co., Ltd. for the project of co-disposal of solid waste and fuel substitution by cement kilns is now publicized. If there is any objection, please give feedback to the Environmental Assessment Office of our office within 5 working days from the date of publication of this announcement.

Henan Mengdian Group Cement Co., Ltd. uses cement kilns to co-dispose of solid waste and fuel substitution transformation projects. The construction site is located in the factory area of Henan Mengdian Group Cement Co., Ltd. in Changcun Town, Huixian City, Xinxiang City.
The construction unit is Henan Mengdian Group Cement Co., Ltd., and the project utilizes the existing two clinker new dry cement production lines of Henan Mengdian Group Cement Co., Ltd. (New First Line 5500 t/d, New Second Line 5500 t/d). 45000t/a of water-washed fly ash and 60,000t/a of hazardous waste are co-disposed, and 150,000t/a of alternative fuel is co-disposed by the existing three clinker new dry process cement production lines (the new first line of 5500t/d, the new second line of 5500t/d and the sixth line of 4500t/d). The construction contents mainly include: 1 new solid waste comprehensive pretreatment workshop (including waste liquid storage tank area), 3 hazardous waste storage depots, 1 initial rainwater tank and 1 accident water tank; adaptive transformation of cement kiln system and construction of feeding system for kiln such as ladder pre-combustion furnace; the remaining public auxiliary works such as power supply, water supply and drainage rely on the existing works. After the completion of the project, the cement clinker and cement production capacity will not be increased. The total investment of the project is 130 million yuan , including 13.2 million yuan for environmental protection, accounting for 10.15% of the total investment.
Main environmental impacts and countermeasures and measures to prevent or mitigate adverse environmental impacts:
I. Waste gas pollution prevention and control measures: The waste gas from the kiln tail of each cement kiln is discharged through its own kiln tail exhaust funnel after being treated by the existing measures of "low nitrogen combustion, staged combustion + SNCR + SCR + film-coated high-efficiency bag dust collector". The emission concentrations of particulate matter, SO2, NOx and NH3 meet the requirements of the Emission Standard of Air Pollutants for Cement Industry (DB41/1953-2020) and the emission limits of A-level enterprises in the cement industry. The emission concentrations of HCl, HF, heavy metals and dioxins meet the emission limit requirements of the Standard for Pollution Control on Solid Waste Co-processing in Cement Kilns (GB30485-2013). During the normal operation of the cement kiln, the odor and organic waste gas produced by the solid waste comprehensive pretreatment workshop and the hazardous waste storage are collected by negative pressure and then sent to the high temperature section of the grate cooler at the kiln head of the new first-line and the new second-line cement kilns for incineration; When the cement kiln is shut down, the above-mentioned waste gases are collected by negative pressure and then introduced into a set of "acid washing + alkali washing + activated carbon adsorption" device for treatment, and then discharged through a 30 m high exhaust funnel, the concentrations of NH3, H2S and odor meet the standard limits of the Emission Standard of Odor Pollutants (GB14554-93). VOCs meet the secondary standard in Table 2 of the Integrated Emission Standard of Air Pollutants (GB16297-1996) and the requirements of other industry limits in the Notice on Recommended Emission Values for Special Treatment of Volatile Organic Compounds in Industrial Enterprises in the Province (Yuhuan Fortification Office [2017] No.162). The treatment measures of "closed gas collection + bag filter" are adopted for each dust producing point during the transportation of inorganic non-volatile solid hazardous waste and alternative fuel, and the emission concentration of particulate matter after treatment meets the emission limit requirements of Emission Standard of Air Pollutants for Cement Industry (DB41/1953-2020).
II. Prevention and control measures for waste water pollution: The waste water produced by this project mainly includes cleaning waste water, laboratory waste liquid, waste water from waste gas treatment and spraying, initial rainwater and domestic sewage. The cleaning wastewater, laboratory waste liquid, waste gas treatment spray wastewater and initial rainwater are collected and sent to the solid waste comprehensive pretreatment workshop to adjust the viscosity of solid and semi-solid hazardous wastes, and then pumped to the cement kiln for incineration without discharge; After being treated by the existing domestic sewage treatment facilities in Mengdian Cement Plant, all domestic sewage will be used for material storage yard, road watering or plant greening, and will not be discharged.
III. Solid waste prevention and control measures: The hazardous wastes generated by this project mainly include waste mineral oil, laboratory waste liquid, waste activated carbon, inorganic non-volatile solid hazardous waste conveying bags, dust collection waste filter bags and dust collection ash, waste packaging materials, waste iron barrels, bypass dust collection ash, kiln tail dust collection ash, etc. General solid waste mainly includes domestic garbage, alternative fuel delivery bags, dust collection waste filter bags and dust collection ash. Waste mineral oil, laboratory waste liquid, waste activated carbon, inorganic non-volatile solid hazardous waste and alternative fuel conveying bag, dust collection waste filter bag, dust collection ash and waste packaging materials shall be disposed of by this project (incinerated in the kiln), the dust collected at the kiln end shall be returned to the raw material batching system, the dust collected by the bypass shall be mixed with cement clinker, and the waste iron drum shall be sent to the hazardous waste storage warehouse of this project for temporary storage after collection. It shall be regularly sent to qualified units for disposal, and the domestic garbage shall be handed over to the local environmental sanitation department for disposal.
IV. Noise prevention and control measures: For different noise equipment, after taking corresponding measures such as foundation vibration reduction, plant sound insulation and silencer installation, the noise at the factory boundary meets the requirements of Class 2 standard in the Emission Standard for Environmental Noise at Boundary of Industrial Enterprises (GB12348-2008).
5. Groundwater and soil environmental protection measures: the solid waste comprehensive pretreatment workshop, hazardous waste storage, accident pool, initial rainwater collection pool, initial rainwater and accident wastewater collection open ditch, etc. shall be subject to anti-seepage treatment according to the key anti-seepage areas, and the tracking and monitoring of the key areas and surrounding areas of the plant shall be strengthened.
