Construction Scale: This project starts from the boundary between Xiangyang and Suizhou, connects with Xiaogan-Suizhou Section of Fuzhou-Yinchuan Expressway, and ends at the transition section on the west side of Gucheng West Hub. Connect Gucheng-Liupi section of Fuyin Expressway. The 21722 of bridges to be reconstructed and expanded for the main line is 0.7m/186, including 5 extra-large bridges with a 12026 of 0.5m, 22 large bridges with a length of 5294.0m, 37 medium bridges with a length of 2312.7m and 122 small bridges with a length of 2089.5m. The ratio of bridges is 14.06%, and there is no tunnel. There are 17 interchanges in total, of which 12 are reconstructed and expanded in situ, 3 are newly added, and 2 hubs are reserved; 2 parking areas and 2 service areas are expanded in situ; 2 are existing maintenance work areas, and 1 is newly added; there are 2 monitoring stations in existing sections, of which 1 is expanded into a monitoring sub-center. The project mainly adopts the method of widening on both sides and separating on one side locally. The whole line adopts the standard of two-way eight-lane expressway, with a design speed of 100 ~ 120km/H, a roadbed width of 42.0 m and a total length of about 153 km. The total investment of
the project is estimated to be about 18.9 billion yuan. Overview of
the existing project: The existing project starts from the boundary between Xiangyang and Suizhou, connects with the Xiaogan-Suizhou section of Fuyin Expressway, ends at the transition section on the west side of Gucheng West Hub, and connects with the Gucheng-Liupi section of Fuyin Expressway, with a mileage of about 153 km. The existing highway is composed of the section from the starting point to Gaoying Hub (the Xiangyang section of the former Xiaogan-Xiangfan Expressway) and the section from Gaoying Hub to the terminal (the Xiangwu section of the former Xiangfan-Shiyan Expressway), of which the starting date of the toll period from the starting point to Gaoying Hub is September 28, 2005, and the deadline is December 15, 2035; The starting date of the toll period from Gaoying Hub to the terminal section is December 26, 2003, and the deadline is March 13, 2034. The current operating unit is Hubei Xiangyang Expressway Operation Management Co., Ltd.
Bidding scope: This project is constructed in the franchise mode. After winning the bid, the investor shall establish a project company in accordance with the Company Law of the People's Republic of China and other relevant laws and policies. The project company shall be responsible for the whole process of project planning, fund raising, construction implementation, operation management, debt repayment, asset management, compensation for the original charging rights and interests of the original operating unit and project transfer, and shall operate independently and be responsible for its own profits and losses. After the expiration of the franchise period stipulated in the franchise agreement, the highway, highway ancillary facilities, land use rights, intangible assets and related information shall be transferred in accordance with the franchise agreement.
