First, the overall requirement

Accelerate the construction of a new development pattern, focus on promoting high-quality development, anchor the goal of building a strong agricultural country, learn and apply the experience of "tens of millions of projects", improve the long-term mechanism of promoting the overall revitalization of the countryside, so as to ensure national food security, ensure that the rural population does not return to poverty on a large scale, consolidate and expand the achievements of poverty alleviation. Focusing on improving the level of rural industry development, rural construction and rural governance, we should strengthen the two-wheel drive of science and technology and reform, strengthen measures to increase farmers'income, firmly promote the "five revitalizations" of rural industry, talent, culture, ecology and organization, accelerate the modernization of agriculture and rural areas, and promote the modernization of rural areas. Promote the overall upgrading of agriculture, the overall progress of rural areas and the overall development of farmers, and provide strong support for building a socialist modern country in an all-round way. 3. Accelerating the construction of modern agriculture and consolidating the foundation of food security

We will carry out the pilot project of extending the second round of land contracting for another 30 years after its expiration in an orderly manner, deepen the reform of the separation of ownership, contractual rights and management rights of contracted land, and develop moderate scale operation of agriculture. We will improve the management system of land contracts, do a good job of linking up with the unified registration of real estate in an orderly manner, and rectify such acts as abandoning contracted land and destroying the productive capacity of cultivated land according to law. Establish and improve a three-dimensional complex modern agricultural management system based on household management, linked by cooperation and alliance, and supported by social services, improve the price formation mechanism of land transfer, and promote farmers'cooperative management. Small farmers are encouraged to invest in new agricultural operators such as land management rights, and a convenient and efficient agricultural socialization service system is improved. We will consolidate and upgrade the achievements of the reform of the rural collective property rights system, develop a new type of rural collective economy, build an operational mechanism with clear property rights and reasonable distribution, and give farmers more adequate property rights and interests. We should standardize the operation and management of rural collective economic organizations and the transfer of rural property rights, strengthen the supervision and management of rural collective assets, and strictly control the risks of collective operations and the scale of debts.
(twenty-nine) deepen the reform of rural land system. We will accelerate the completion of the registration and certification of the integrated homestead, and allow farmers to make full use of their legally owned housing through rental, equity and cooperation. We will promote the reform of rural collective construction land entering the market in an orderly manner, give priority to ensuring the overall revitalization of rural land demand, and improve the distribution mechanism of land value-added income. To strengthen the land security for rural development, the annual land use plan at the provincial level should arrange at least 5% of the new construction land indicators, guarantee the land for key industries and projects in rural areas, implement the policy of rural industrial integration development and facility agricultural land security, and the land spatial planning at the county and township levels should make overall arrangements for agricultural and rural development land. Standardize, orderly and steadily carry out the linkage between the increase and decrease of urban and rural construction land, and the index of vacated construction land can be included in the annual land use plan.
(Thirty) improve the investment guarantee mechanism for diversified Rural Revitalization. Give full play to the role of financial support, insist on taking agriculture and rural areas as the priority areas of general public budget, implement the policy of increasing the proportion of land transfer income used in agriculture and rural areas, and make good use of the new investment and financing policies. We will improve financial services, improve the working mechanism for large and medium-sized banks to serve agriculture, rural areas and farmers, strengthen the role of policy-based finance in supporting agriculture, strengthen the positioning of rural small and medium-sized financial institutions in supporting agriculture, accelerate the reform of rural credit cooperatives, and promote the structural reorganization of village banks. Develop rural digital inclusive finance, promote the construction of rural credit system, establish and improve market-oriented agricultural financial risk compensation mechanism, develop multi-level agricultural insurance, and improve agricultural reinsurance and agricultural insurance catastrophe risk dispersion mechanism. Support the establishment of Rural Revitalization Fund in a market-oriented way according to law. We should guide and standardize social investment in agriculture and rural areas, and promote the action of "ten thousand enterprises and ten thousand villages". Investment in Rural Revitalization should persist in doing our best and doing our best to avoid the risk of new local debts.

We will give full play to the leading role of the national rural reform pilot area, the national urban-rural integration development pilot area and the pilot demonstration of comprehensive rural reform.
10. Strengthen the construction of rural grass-roots organizations and promote the modernization

We will improve the three-level governance system of counties and villages, strengthen overall coordination at the county level, promote the expansion of power and empowerment of villages and towns, improve the village-level organizational system led by village Party organizations, comprehensively implement the system of regular visits by members of county-level leading groups to villages, joint households of township leading groups and village cadres, and promote the shift of the focus of governance to the grass-roots level. Promote the sinking of resources, services and management to the grass-roots level, and effectively enhance the effectiveness of rural governance. We should improve the matching system of township responsibilities, powers and resources, and strengthen the management of township services. To formulate a list of matters for villages and towns to perform their duties and improve the long-term mechanism for reducing the burden at the grass-roots level. We will improve the rural governance system that combines autonomy, rule of law and rule of virtue under the leadership of Party organizations, implement the system of "four discussions and two openness", deepen the construction of rural areas under the rule of law, strengthen legal advisers and legal aid, and give full play to the role of village rules and regulations. Innovating the way of governance, promoting digital empowerment of rural governance, and innovating the form of villagers' consultation and deliberation.
(34) Maintaining rural harmony and stability. We should improve the grass-roots service system, strengthen the public service functions of township governments, and improve the governance platform. Enhance emergency management capacity, improve the coordination mechanism and organizational system of emergency management at township and village levels, improve the system of responsible persons for flood control and fire prevention, strengthen emergency rescue capacity building, and carry out relevant publicity and drills. Strengthen the strength of mass prevention and mass control, and implement the leadership responsibility system for the construction of peace and security. We should adhere to and develop the "Maple Bridge Experience" in the new era and promote visits by leading cadres. We should improve the comprehensive mechanism of multiple prevention, mediation and resolution of rural social contradictions and disputes, and promote the construction of harmonious neighborhoods. Strengthen the normal management of religious activities in rural areas, comprehensively prevent and combat illegal and criminal activities of cults in rural areas, continue to carry out anti-cult, anti-drug and anti-drug publicity and education, special rectification of gambling crimes, regularly carry out anti-crime and anti-evil activities, and crack down on illegal and criminal acts that infringe on the rights and interests of women and children.
11. To strengthen the organization and implementation
of rural revitalization in an all-round way, we should adhere to and strengthen the centralized and unified leadership of the Party Central Committee, adhere to the working mechanism of rural revitalization, which is coordinated by the central government, under the overall responsibility of provinces, and implemented by cities, counties and townships, and fully implement the responsibility system for rural revitalization. We should strengthen statistical monitoring and carry out timely evaluation of planning implementation. Establish contact points for rural revitalization in an all-round way. We should speed up the formulation and revision of agricultural laws and regulations, and improve the legal system for rural revitalization. Strengthen publicity and public opinion guidance, give full play to the role of trade unions, the Communist Youth League and women's federations, stimulate the enthusiasm of the whole society to participate in the overall revitalization of the countryside, and create a good social atmosphere. Relevant departments at all levels should promote the implementation of the objectives and tasks in light of the actual situation, and resolutely prevent formalism, bureaucracy and image projects in their work. Major matters shall be reported to the Party Central Committee and the State Council in a timely manner in accordance with the procedures.
