Recently, the Department of Industry and Information Technology of Hebei Province jointly issued the "Notice on Cement Peak-Staggering Production in 2025-2026". The execution time of cement peak staggering production

in 2025-2026 is from November 1, 2025 to October 31 , 2026, and the heating season is from November 1, 2025 to March 31, 2026. The annual peak staggering days are 120 days , which are arranged in the heating season.

Enterprises formulate peak staggering production plans according to the number of peak staggering days and peak staggering rules. According to the market supply and demand situation, the Provincial Building Materials Industry Association, through consultation within the industry, can appropriately organize enterprises to carry out self-discipline peak staggering in the non-heating season period determined in the Work Program and increase the number of peak staggering days. In East China, most of the major clinker production line enterprises in Jiangsu, Zhejiang, Shanghai and Anhui regions plan to stop kilns for about 12 days from September 5. Fujian plans to stop kilns for 18 days in September.

In southwest China, Sichuan plans to shut down kilns for 15 days in September. Chongqing will shut down the kiln for no less than 20 days from August 20 to September 19. The kiln shutdown time in September in Guizhou is not less than 20 days , and that in September in Yunnan is not less than 15 days . Kilns were shut down for a total of 50 days in the third quarter.

Northeast China continued to implement the peak staggering plan in September, and the number of days of kiln shutdown was about 15 days. From September 1 to 15 and from October 1 to 15, Shanxi Province

in Northwest China carried out peak staggering production for 15 days respectively.

It is reported that on September 5, 2025, the joint meeting of the presidents and Secretary-General of cement (building materials) associations of all provinces and municipalities in China was held in Linzhi, Xizang. Zhou Yuxian, chairman of

China Cement Association and Secretary of the Party Committee of China Building Materials Group, said in his concluding speech that the cement industry is facing two serious problems, one is the rapid decline in demand, the other is the serious overcapacity.

Zhou Yuxian said that we should unswervingly implement the normal peak staggering production policy of the Ministry of Industry and Information Technology and the Ministry of Ecology and Environment. In the current situation, peak staggering production is still the most effective way to solve the contradiction between supply and demand in the short term. Local associations should strengthen the supervision and management of the implementation of peak staggering production while defining the plan of peak staggering production. Publicize the implementation within the scope of membership, and the enterprises also supervise each other.
