In order to accomplish the task of energy-saving supervision of key energy-using industrial enterprises and carbon footprint accounting of cement industry products in 2025 with high quality, we sincerely invite interested and qualified units to participate in the project. The specific inquiry contents and requirements are as follows:
I. Inquiry Contents
(I) Project Name: Energy Conservation Supervision of 27 Non-energy Key Energy-consuming Industrial Enterprises. Among them, 3 cement enterprises including Xilinhot Jianxin Cement Co., Ltd., Jidong Cement Abaga Banner Co., Ltd. and Wulagai Management Area Dongfang Cement Manufacturing Co., Ltd. carry out product carbon footprint accounting (see Annex 1 and 2 for details).
(II) Project content: to supervise the energy efficiency of key industries, the energy efficiency of key energy-using equipment, the implementation of the elimination system, energy measurement, energy management and the "review" of the rectification and implementation of enterprises violating the regulations in 2024; to carry out carbon footprint accounting for products in the cement industry.
(III) Project budget: 180,000 yuan.
2. Qualification requirements
1. Must meet the conditions stipulated in Article 22 of the Government Procurement Law of the People's Republic of China;
2. Have the qualification to carry out energy conservation supervision of key energy-using industrial enterprises;
3. It has not been included in the list of discredited executives and the list of parties involved in major tax violations by the "Credit China" website, nor has it been included in the list of records of serious violations and dishonesty in government procurement by the "China Government Procurement Network" (.cn).
3. Matters
needing attention (1) The applicant shall submit the following materials:
1. Introduction of the unit, including production office space, business scope, institutional settings, technical force, service capacity, management system construction, etc;
2. Copies of valid business license, tax registration certificate and organization code certificate (or copies of valid "three certificates in one" business license);
3. Copies of the identity card of the legal representative or the power of attorney of the legal representative and the identity card of the principal;
4. Screenshot of credit inquiry;
5. Allocation of main experts and technical team personnel, including name, position, qualification introduction, work experience, etc.;
6. Quotation letter.
The above materials shall be stamped with the official seal.
(2) Our company will take into account the written quotation, credit situation, qualification, team strength and other factors, and finally determine the supplier.
(III) In case of any of the following circumstances, the quotation shall be deemed invalid: failure to meet the specified practical requirements, failure to fill in the quotation letter completely, or violation of other agreements in the inquiry letter.
(4) Time range: The applicant must make a one-time written quotation before 17:30 on September 10, 2025, and submit relevant materials simultaneously. After the quotation materials are bound and sealed (1 original + 2 copies), they shall be mailed or submitted to the Energy Conservation Section of the Bureau of Industry and Information Technology of Xilingol League (Room 801, Building 2, Administrative Office of Xilin West Section, Xilinhot City). The cover shall include the contact person, telephone number, mail address and other information. Overdue delivery will be rejected.
