Action Plan
for Air Pollution Prevention and Control in Autumn and Winter of 2025-2026 in Guangxi (Draft for Soliciting Opinions)
Autumn and winter are the periods of high incidence and frequent occurrence of air pollution weather in our region. In order to thoroughly implement the spirit of documents such as the Notice of the People's Government of Guangxi Zhuang Autonomous Region on the Issuance of the Implementation Plan of the Action for the Continuous Improvement of Air Quality in Guangxi (Guizhengfa [2024] 19) and the Work Program for the Prevention and Control of Air Pollution in Guangxi (Guihuanfa [2025] 9), we will resolutely win the battle against the blue sky. Reduce fine particulate matter (PM2) in autumn and winter.
I. General requirements
(1) The implementation time
is from October 1, 2025 to March 31, 2026.
(2) From October to December
2025, the concentration of PM2.5 in the whole region will be controlled below 22, 28 and 38 micrograms/cubic meters respectively, and the ratio of good days will reach 99.2026. The concentration of PM2.5 in the whole region should be controlled below 36 micrograms/cubic meters, and the ratio of good days should reach 93.
2. Key tasks
(1) Strengthen the comprehensive utilization of straw (sugarcane leaves) and control
the prohibition of burning, and strengthen the comprehensive utilization of sugarcane leaves out of the field. The relevant departments of the autonomous region have formulated, issued and implemented the Work Program for Comprehensive Utilization of Sugarcane Leaves in the 2025/2026 Crushing Season in Guangxi, and the sugarcane planting districts and municipalities have formulated, issued and implemented the Work Program for Comprehensive Utilization of Sugarcane Leaves in the 2025/2026 Crushing Season in their respective jurisdictions by mid-October 2025. The people's governments of sugarcane planting districts, cities and counties (cities and districts) shall, in accordance with the requirements of laws and regulations on the use of financial subsidies and other measures to support the development of straw collection, storage, transportation and comprehensive utilization services, coordinate the implementation of financial funds at the corresponding level, and coordinate the implementation of relevant policies. At the same time, we should make good use of the funds for the utilization of the remaining sugarcane leaves in the 2024/2025 crushing season of the autonomous region, the funds for the protection of the central agricultural ecological resources (comprehensive utilization of straw), and the subsidies for the purchase of agricultural machinery in the autonomous region, make every effort to organize the collection of sugarcane leaves from the fields, vigorously promote the step-by-step harvesting mode of sugar cane with sugarcane leaves from the fields, and strive to achieve the goal. We will accelerate the establishment and improvement of the service system for the collection, storage, transportation and comprehensive utilization of sugarcane leaves in our jurisdiction, and reduce the number of sugarcane leaves detained in the field. In the 2025/2026 crushing season, the comprehensive utilization rate of sugarcane leaves in each sugarcane planting district and city will not be less than 68%, of which the comprehensive utilization rate of sugarcane leaves in Laibin City and Beihai City will strive to reach 80% and 55% respectively, and the comprehensive utilization rate of sugarcane leaves in other sugarcane planting districts and cities will not be less than 45%.
Strengthen the comprehensive utilization of crop straw. Agricultural and rural departments at all levels should organize timely straw removal, crushing and returning to the field, organize and guide the main body of "five utilization" such as fertilizer, feed, base material, raw material and fuel utilization, so as to reduce the risk of straw burning from the source.
Strengthen the control of straw (sugarcane leaf) burning ban. By mid-October 2025, the districts and municipalities will complete the optimization and adjustment of the scope of the straw burning ban area in their respective jurisdictions, clarify the grid responsibility and optimize the layout of the straw burning ban video surveillance facilities according to the adjusted scope of the straw burning ban area; Guided by the goal of air quality improvement in autumn and winter, satellite remote sensing, video surveillance, UAV patrol and other means are used to keep a close eye on the sugarcane crushing season, autumn harvest and spring ploughing, as well as the important time nodes such as the end of work, the first half of the night, before rainfall, before sowing, and the process of polluted weather, to carry out the inspection and control of straw burning ban, and strictly investigate and punish the illegal acts of burning straw in the open air according to law. During the warning period of heavy pollution weather, the burning of mountains, wasteland and infected wood will be stopped. From October to December in 2025, the pollution weather caused by burning of straw (sugarcane leaves), burning of mountains, burning of wasteland and burning of infected trees shall not occur in the districts and cities; from January to March in 2026, the pollution weather caused by burning of straw (sugarcane leaves), burning of mountains, burning of wasteland and burning of infected trees shall not occur in the districts and cities.
(2) Deepening industrial pollution control
and promoting ultra-low emission transformation in key industries with high quality. We will promote the implementation of ultra-low emission transformation projects in key industries such as iron and steel, cement and coking supported by the central atmospheric special funds, and accelerate the transformation of ultra-low emissions in the whole process of long-process iron and steel enterprises in Liuzhou, Wuzhou, Beihai, Fangchenggang, Guigang and Yulin. By the end of 2025, the projects included in the ultra-low emission transformation plan of the iron and steel industry in our region and the annual plan of the ultra-low emission transformation of the cement and coking industries in our region will be completed.
Deeply carry out comprehensive treatment of volatile organic compounds. Strengthen the operation and management of enterprises involved in volatile organic compounds (VOCs), and comprehensively implement VOCs emission reduction projects such as source substitution, upgrading and transformation, and unorganized control. Beihai and Qinzhou organize enterprises in petrochemical and chemical industries to standardize leak detection and repair (LDAR). During the period of start-up, shutdown, inspection and maintenance of petrochemical and chemical enterprises, VOCs waste gas produced by material return, cleaning and purging operations should be collected and treated in time.
Strengthen supervision and law enforcement of gas-related enterprises. Comprehensive investigation and rectification of "scattered and dirty" enterprises. We will carry out supervision and law enforcement in key areas such as petrochemical, chemical, iron and steel, coking, building materials, non-ferrous metals, industrial painting, packaging and printing, oil storage depots and gas stations to ensure stable emission standards and stable and normal operation of waste gas treatment facilities. Strictly crack down on the fraud of automatic monitoring data and the issuance of false detection reports, and investigate the responsibility of the pollutant discharge units and third-party institutions and personnel involved in the fraud according to law.
(3) Strengthen the fine control
of urban non-point sources and strictly control the prohibition and restriction of fireworks and firecrackers. In strict accordance with the relevant requirements of the Notice of the People's Government of Guangxi Zhuang Autonomous Region on Strengthening the Control of the Prohibition and Restriction of Fireworks and Firecrackers (Guizhengfa [2018] 40), the relevant departments of cities, counties and autonomous regions have strengthened the supervision of the whole chain of fireworks and firecrackers production, operation, sale, storage, transportation and discharge. Public security departments at all levels strictly supervise the examination and approval of fireworks and firecrackers transportation, crack down on illegal transportation and storage of fireworks and firecrackers, strictly examine and control large-scale fireworks and firecrackers discharge activities, do a good job in the control policy and regional optimization and adjustment of fireworks and firecrackers, and implement fireworks and firecrackers according to the contingency plan of heavy polluted weather in autonomous regions and municipalities. Strictly investigate the illegal and illegal discharge of fireworks during important festivals and key periods such as the Spring Festival. Emergency management departments at all levels strictly examine the distribution of retail fireworks and firecrackers, strictly license the wholesale and retail enterprises of fireworks and firecrackers, and severely crack down on illegal sales (including online sales through Wechat Groups and Friends Circle). Eco-environmental departments should strengthen air quality monitoring, forecasting and early warning, initiate emergency response to heavily polluted weather according to procedures, and urge relevant units to implement emergency response measures. During the Spring Festival
of 2026, the total amount of fireworks and firecrackers in the whole district will be reduced by 20% or more compared with the same period last year; there will be no moderately and severely polluted weather caused by the concentrated discharge of fireworks and firecrackers in all districts and cities, and there will be no severely polluted weather caused by the concentrated discharge of fireworks and firecrackers in all counties (cities and districts).
Strengthen the fine control of dust. Supervise all kinds of construction sites to achieve "six hundred percent" dust control measures. With the implementation of mechanized sweeping of urban roads, the rate of mechanized sweeping of urban roads in all districts and cities has increased to more than 80%, and that of county towns has increased to more than 70%. Make full use of the on-line monitoring and video surveillance system of dust pollution on construction sites and roads to deal with the dust pollution problems found in time. We will continue to promote the closed transformation of material transportation systems for large coal and ore dry bulk terminals in Wuzhou, Beihai, Fangchenggang, Qinzhou and Guigang. The average annual concentration of inhalable particulate matter (PM10) in Wuzhou, Qinzhou, Guigang and Baise has improved by 10% year on year.
(4) Comprehensively carry out comprehensive improvement
of atmospheric mobile sources to increase the proportion of clean transportation. To carry out clean transport verification for enterprises in key industries, emission standard verification for in-plant transport vehicles and off-road mobile machinery, and organize the dispatch of clean transport for enterprises in key industries. By the end of 2025, all districts and municipalities will have completed the target task of clean transportation of bulk goods for enterprises in key industries, and the proportion of clean transportation of bulk goods for enterprises in key industries in the whole region will reach 70%. By the end of 2025, the railway entry rate of important coastal ports will be higher than 70%, and the freight volume of railways and waterways in the whole region will increase by 15% and 30% respectively compared with 2020.
Speed up the improvement of the clean level of motor vehicles. We will promote the elimination of high-emission vehicles, accelerate the elimination of gas-fired trucks using lean combustion technology, continue to increase the elimination of diesel trucks with emission standards below the third national standard, and steadily increase the proportion of medium and heavy trucks above the fourth national standard. We will strengthen supervision over the environmental protection standards of newly produced local trucks, regularly carry out road inspection and household inspection of heavy trucks, and continue to strengthen the supervision and enforcement of motor vehicle emission inspection agencies. Institutions with serious violations of the law shall be handed over to the market supervision department and their inspection qualifications shall be revoked according to law.
Strengthen the comprehensive management of off-road mobile sources. We will promote the elimination of old non-road mobile sources, basically eliminate non-road mobile machinery that does not meet the emission standards in the first stage and below, and accelerate the elimination of "black smoke" from non-road mobile machinery, ships and railway locomotives in key areas. Strengthen the comprehensive supervision of non-road mobile sources and the registration and inspection of non-road mobile machinery codes. Promote the use of new energy and clean energy, and promote the transformation of ship power receiving facilities and port shore power facilities. At Nanning Wuwei and Guilin Liangjiang International Airports, the utilization rate of bridge electricity has reached more than 95%.
Promote comprehensive management and control of oil products. To carry out special inspection of oil and gas recovery system in oil storage, transportation and marketing links, as well as thorough and updated investigation of gas stations, oil tankers and oil storage depots. We will strengthen coordination among departments and comprehensively clean up and rectify self-built oil tanks, mobile refueling trucks (ships) and black refueling stations. Strengthen the oil sampling of heavy trucks and off-road mobile machinery fuel tanks, and the total number of oil sampling of heavy trucks and off-road mobile machinery fuel tanks in each district and city is not less than 50 times.
(5) Promote the continuous improvement
of sound environmental quality, strengthen the management of noise sources and control the increase of noise pollution. We will deepen the prevention and control of noise pollution in industrial enterprises, industrial parks, construction, transportation and social life, properly handle noise complaints and strictly supervise law enforcement. By the end of 2025, the night compliance rate of the sound environment functional areas in the whole region will reach the national assessment target. For areas that have not fulfilled the assessment objectives and the objectives set by the sound environment quality improvement plan, interviews shall be conducted according to law and rectification shall be carried out within a time limit.
(6) Actively respond to heavy pollution weather
and enhance the ability of pollution early warning and forecasting. Implement the "11631" (1 month, 1 week, 6-24 hours, 3 hours, 1 hour) progressive, revised and precise forecast-early-warning-preset direct reporting mechanism. During the period of polluted weather, weather modification operations should be organized and implemented scientifically, accurately and efficiently. In October, we paid close attention to the impact of the sinking airflow around the typhoon on ozone pollution in our region, and from November to March of the next year, we paid close attention to the changes in the situation of fine particulate matter pollution in the Hunan-Guangxi Corridor, scientifically predicted and warned in advance, and accurately guided the relevant cities to carry out the work of dealing with polluted weather.
Strengthen scientific and technological support for air pollution prevention and control. Overall monitoring, law enforcement, technical specialist and other forces to form a precise technical support team. Comprehensive use of air pollution navigation, UAV cruise, infrared imaging, radar monitoring and other pollution traceability means to guide the relevant cities to deal with polluted weather scientifically, identify pollution sources in sensitive areas and high-value areas of pollution. By the end of 2025, each city will complete the compilation of the integrated list of air pollutants and greenhouse gas emissions.
Carry out supervision and assistance on air pollution prevention and control. In accordance with the relevant requirements of the Work Program of Supervision and Assistance for Air Pollution Prevention and Control, 14 supervision and assistance groups have been set up to carry out normal supervision and assistance in the cities where they are stationed, and to urge the autonomous region to carry out early warning (reminder) work, the control of various types of incineration behavior, the control of VOCs emission enterprises, and the key areas of air pollution prevention and control. And that implementation of contingency plan measure for polluted weather. Promote the rectification of problems found by early supervision and assistance to ensure the implementation of the work.
3. Strengthen the organization and implementation
of territorial responsibilities, and the Party committees and governments of cities and counties (cities and districts) fully implement the "Party and government responsibility, one post and two responsibilities" to track the changes of environmental air quality in real time. To strengthen coordination and cooperation, all departments at all levels should strengthen cooperation, perform their duties and responsibilities, and work together. Improve work scheduling and regularly schedule the progress of key work. Serious accountability should be pursued, and reminders, early warnings, notifications and interviews should be given to cities where air pollution prevention and control responsibilities are not fulfilled effectively and work is progressing slowly.
