In order to give full play to the supervision and guarantee role of energy conservation supervision and continuously improve the energy efficiency level of cement enterprises, recently. Lanzhou Municipal Bureau of Industry and Information Technology cooperated with Gansu Energy Conservation Supervision Center to Yongdeng Qilianshan Cement Co., Ltd., Lanzhou Hongshi Cement Co., Ltd., Gansu Jinglan Cement Co., Ltd., Gansu Yonggu Special Cement Co., Ltd., Lanzhou Licorice Environmental Protection Building Materials Co., Ltd. and other five cement production enterprises carry out special energy-saving supervision on the implementation of the national mandatory energy consumption quota standards. Among them, the actual production capacity of Lanzhou Licorice Environmental Protection Building Materials Co., Ltd. in 2024 is less than 25% of the design capacity, which is identified as a shutdown enterprise. The relevant energy consumption indicators of the remaining four cement production enterprises meet the requirements of Grade 3 or above in the Energy Consumption Quota for Cement Unit Products (GB 16780-2021). The comprehensive energy consumption index of cement clinker per unit product has reached the benchmark level of Energy Efficiency Benchmarking Level and Benchmark Level in Key Industrial Areas (2023 Edition).
This special supervision accurately grasps the actual level of energy consumption by consulting the enterprise's energy consumption account, production and operation records, on-the-spot verification of the energy efficiency status of major production equipment, and the implementation of energy-saving technological transformation. In the process of supervision, the working group also gives on-site guidance to enterprises on the problems existing in energy management and energy-saving technology application, and puts forward specific suggestions on optimizing energy use structure and improving energy efficiency.
Next, Lanzhou Municipal Bureau of Industry and Information Technology will continue to follow up the rectification of enterprise problems and guide relevant enterprises to do a good job in the follow-up rectification of the monitoring feedback problems. Efforts should be made to improve the ability and level of energy conservation supervision, promote the standardization and scientificalization of industrial energy conservation supervision, and effectively promote the high-quality development of industrial green low-carbon transformation.
