In order to implement a series of instructions of the Central Committee of the Communist Party of China on "anti-involution and governance of low-price and disorderly competition among enterprises", promote the organizational construction of national associations, strengthen exchanges and cooperation among local associations, effectively govern low-price and disorderly competition, maintain the healthy ecology of the cement industry, strengthen regional collaborative governance, and promote the healthy development of the industry. On September 5, the joint meeting of the presidents and Secretary-General of the cement (building materials) associations of all provinces and municipalities in China in 2025, sponsored by the China Cement Association and sponsored by the Xizang Autonomous Building Materials Industry Association, was held in Linzhi, Xizang. Zhou Yuxian, Chairman of
China Cement Association and Secretary of the Party Committee of China Building Material Group, said in his concluding speech that first of all, he thanked the leaders of provincial and municipal associations for their active participation in the meeting, and thanked the Xizang Autonomous Building Material Industry Association for its strong support for the meeting. The
cement industry is currently facing two serious problems, one is the rapid decline in demand, and the other is the serious overcapacity. In this case, the association should not only take the initiative and actively appeal to the government to bring policy dividends to the industry, but also provide value-added services for member units according to the needs of members. To strengthen the work of "anti-involution and steady growth", we need more work from associations at all levels. I have a few suggestions for your reference:
1. Unswervingly implement the Ministry of Industry and Information Technology and the Ministry of Ecology and Environment's policy of normal peak staggering production. In the current situation, peak staggering production is still the most effective way to solve the contradiction between supply and demand in the short term. Local associations should strengthen the supervision and management of the implementation of peak staggering production while defining the plan of peak staggering production. Publicize the implementation within the scope of membership, and the enterprises also supervise each other.
2. Strengthen the implementation of the "double control" policy of production capacity and output. The Ministry of Industry and Information Technology has made it clear that the policy will be implemented in the cement industry. Enterprises around the country should not wait and see, through the implementation of the policy, preliminary estimates can be about 30%-40% of the production capacity. Local associations should strengthen communication with local industry and telecommunications departments, promote the landing of policies, and optimize the layout of regional markets through top-level design.
3. We should strengthen the linkage and coordination of cross-regional markets. At present, the flow of cross-regional markets is becoming more and more frequent, and the influence of different regional markets is also growing. In this regard, local associations should play a role and gradually establish cross-regional market coordination mechanisms to achieve orderly and beneficial results.
4. We should strengthen the work of "anti-involution and steady growth". The CPC Central Committee and the State Council have repeatedly emphasized the work of "anti-involution". The NDRC has made it clear that selling products below cost price is dumping. Local associations can actively strengthen communication with local development and reform departments to crack down on malicious dumping and low-price dumping.
5. We should rationally look at the development situation of the industry. At present, the unilateral decline of cement demand is irreversible, and the extremely low utilization rate of production capacity leads to the deterioration of the market competition environment, the intensification of industry involution, the difficulty of enterprise profitability, and the unsustainable development of high-quality industry. However, looking at the global market, the demand potential of cement in overseas emerging market countries is huge. It is hoped that local associations will guide enterprises to establish the concept of internationalization. The association will also strengthen overseas market research, play the role of the association platform, participate in international cooperation and exchanges, and actively lead enterprises to "go out".
