Time and tide wait for no man. On the occasion of the arrival of the New Year 2026, on behalf of China Cement Association, I would like to extend sincere greetings and New Year's greetings to the cadres, workers, scientific and technological workers and friends from all walks of life who have worked hard in the cement industry throughout the country!
Looking back on 2025, China's cement industry has shown extraordinary resilience and responsibility in the complex and severe domestic and international environment. Faced with multiple challenges such as the adjustment of market demand structure, the fluctuation of energy cost and the improvement of environmental protection requirements, colleagues in the whole industry have faced difficulties, driven development by innovation, stimulated vitality by reform, and handed in a hard-won answer. We are glad to see that the pace of green transformation of the industry has been accelerated, the intelligent transformation has been further promoted, the level of energy efficiency has been continuously improved, the coordination of the industrial chain has been continuously strengthened, and the awareness of social responsibility has been increasing, which has provided a solid material guarantee for the steady growth of the national economy and infrastructure construction.
This year, we have taken a solid step on the road of scientific and technological innovation. The research and development of low-carbon cement has achieved phased results, the pilot project of carbon capture and utilization technology has been steadily promoted, and the construction of digital mines and intelligent factories has become popular. We are deeply aware that scientific and technological innovation is the first driving force for the development of the industry, and only by mastering the core technology can we win the initiative in the fierce international competition.
This year, we have fulfilled our responsibilities under the concept of green development. The transformation of ultra-low emission has been comprehensively promoted, the capacity of coordinated disposal of urban waste has been significantly improved, and the ecological restoration of mines has achieved fruitful results. We have proved with practical actions that the cement industry is not only an important pillar of the national economy, but also an active participant and contributor in the construction of ecological civilization.
This year, we have continuously optimized our layout in the wave of market change. Mergers and reorganizations of enterprises have been carried out in an orderly manner, industry capacity management has been rapidly deepened, regional market coordination mechanism has been continuously improved, the level of international operation has been continuously improved, and the pace of capacity going out has been more solid. We firmly believe that only by conforming to the trend of the times and taking the initiative to change, can we achieve the healthy and sustainable development of the industry.
Looking forward to 2026, the environment we are facing is still complex and the task is more arduous, but opportunities and challenges coexist, and hopes and difficulties coexist. The steady progress of new infrastructure construction and the accelerated pace of urban-rural integration have provided a broad market space for the cement industry. Under the guidance of the "double carbon" goal, green low-carbon development has become an irreversible trend of the times, which is not only a severe test for us, but also a historical opportunity for the transformation and upgrading of the industry. In the
new year, we must strengthen our confidence and maintain our determination. The fundamentals of China's economic development have not changed, the important position of cement as a basic raw material has not changed, and the long-term trend of the industry has not changed. We should continue to adhere to the industry values that "the interests of the industry are higher than those of the enterprise, and the interests of the enterprise are bred in the interests of the industry". The association should take the lead, and the leading enterprises should set an example, jointly safeguard the seriousness of the policy, operate in good faith, and better promote the ecological improvement of the industry. Accelerate the implementation of the Work Programme for Steady Growth of Building Materials Industry (2025-2026), continuously improve the quality and efficiency of cement and other industries, accelerate the pace of capacity management, effectively remove excess and backward capacity, do a good job in capacity replenishment, adhere to the three principles of "strict implementation of policies, honest management of enterprises and healthy development of the industry", and key enterprises. Strictly implement the policies of cement production capacity replacement and standardization of cement production capacity, and jointly promote the smooth operation of the industry and structural optimization and upgrading. In the
new year, we should be innovative and brave to climb the peak. We will increase investment in research and development, tackle key core technologies, and promote the deep integration of science and technology with industry. We will accelerate the development of new products such as special cement and low-carbon cement, further promote intelligent manufacturing, and build a number of world-class intelligent demonstration factories. We should strengthen the collaborative innovation of industry, University and research, and create an industry innovation consortium. In the
new year, we should develop green and take responsibility. Strictly implement environmental protection requirements and continue to promote ultra-low emission transformation. Vigorously develop circular economy and improve the level of comprehensive utilization of resources. Actively participate in the construction of carbon market and explore the path of carbon neutralization in the industry. We should strengthen the ecological restoration of mines and build green mines. In the
new year, we should open up and cooperate to win the future. We should deepen international exchanges and cooperation, learn from, draw lessons from and disseminate advanced experience. Cement enterprises should be guided to speed up the pace of production capacity going out, optimize the strategic layout, and participate in international competition and cooperation; they should upgrade from exporting products to exporting technical standards, green low-carbon solutions and overall operation mode, so as to promote the industry technology, standards and management to go international and enhance the international voice. Cultivate world-class enterprises and build Chinese cement brand.
The "14th Five-Year Plan" is about to come to an end, and the "15th Five-Year Plan" is not only a five-year link between the past and the future, but also a key stage for China's economy to move from scale expansion to quality improvement. China will move from solving the problem of "yes or no" to dealing with the challenge of "good or bad"; from relying on factor input and cost advantages to taking artificial intelligence as the grasp, innovation as the lead and technological breakthroughs as the core.
