According to the Notice of the Energy Bureau of Inner Mongolia Autonomous Region on Regulating the Management of Independent New Energy Storage Power Stations (Nei Neng yuan Dian Dian Zi [2025] 65. No.6), Detailed Rules for the Implementation of the Independent New Energy Storage Power Station Project in Inner Mongolia Autonomous Region (Interim) (Nei Neng Dian Dian Zi [2023] No.1101), Notice of the Energy Bureau of Alxa League on Organizing and Declaring the Demonstration Project of the Independent New Energy Storage Power Station on the Grid Side (a Neng Neng Fa [2025] No.63) and other documents, and the Energy Bureau of Alxa League, The work arrangement of the Management Committee of Alashan High-tech Industrial Development Zone is to speed up the construction of independent energy storage power station projects on the grid side . The Economic Development Bureau (Statistics Bureau) of Alashan Hi-tech Industrial Development Zone (Wustai Town) entrusted a third-party optimization service agency to conduct public optimization for the demonstration project of independent new energy storage power station on the grid side of Alashan Hi-tech Industrial Development Zone in 2025, so as to ensure the high-quality implementation of the project.
1. Basic information
(1) Preferred party: Economic Development Bureau (Statistics Bureau) of Alashan High-tech Industrial Development Zone (Wustai Town).
(II) Optimized content: The demonstration project of independent new energy storage power station on the grid side of Alashan High-tech Industrial Development Zone in 2025 is determined through optimization.
2. Project Profile
(1) Project Construction Site:
Alashan High-tech Industrial Development Zone.
(II) Project access:
1. 220kV side of Arishan 500kV Substation;
2. Detailed access conditions shall be further implemented by the applicant.
(III) Project construction scale:
1. Overall construction scale: 500,000 kW/2 million kWh;
2. Single project construction scale: not less than 100,000 kW/400,000 kWh, and the maximum scale shall not exceed the overall construction scale.
(IV) Type:

3. The optimization process
publishes the optimization announcement, the enterprise applies for the optimization document, the submission of the declaration materials, the optimization evaluation and the publicity of the optimization results.
(I) Publication of preferred announcement
The preferred announcement shall be published on the official website of the Administrative Committee of Alxa Hi-tech Industrial Development Zone (website: https://gxq.als.gov.cn/).
(2) Enterprises that have the intention to apply for the preferred documents
shall submit the application materials according to the application requirements, and send the preferred documents to the enterprises by mail after verification and confirmation by the third-party preferred service agencies.
(3) The declaring enterprise submitting the declaration materials
shall prepare the declaration materials in accordance with the requirements of the preferred documents, and submit the declaration materials within the designated place and time range in accordance with the requirements of the preferred documents.
(4) The preferred evaluation
service organization shall conduct conformity review and detailed evaluation of the declaration materials submitted by the declaring enterprises, and obtain the comprehensive score according to the sum of the sub-scores of the projects, and sort them in turn according to the comprehensive score.
(5) Publicity

4. Enterprise qualification requirements
(1) Declaration subject
1. The declaring enterprise must be an enterprise legal person registered in accordance with the law within the territory of the People's Republic of China.
2. The business scope of the declaring enterprise covers energy storage and power business, giving priority to supporting enterprises with scientific and technological innovations, patents and soft works related to energy storage.
3. If the declaring enterprise uses a group branch (non-independent legal person) to participate in the declaration, it shall obtain and provide the authorization documents of its superior head office (group company) for this project.
4. Accept the declaration of the consortium.
(2) Credit requirements
1. "Credit China" (.cn) is not included in the list of serious dishonest subjects.
2. "China Executive Information Open Network" (https://zxgk.court.gov.cn/shixin) has not been included in the list of discredited executives.
3. The "National Enterprise Credit Information Publicity System" (.cn) has not been included in the list of serious illegal and dishonest enterprises.
4. "China Government Procurement Network" (.cn) was not included in the list of records of serious violations of law and dishonesty in government procurement.
5. Time and place arrangement

for enterprises to register and apply for preferred documents is 9: 00-12: 00 a.m. and 15: 00-18: 00 p.m. on working days from December 30, 2025 to January 5, 2026.
