Environmental impact assessment of China United 3000t/d special cement clinker line reconstruction project approved

Recently, the Department of Ecology and Environment of Shandong Province issued a reply on the environmental impact report of the 3000t/d special cement clinker production line reconstruction project of Juxian Zhonglian Cement Co., Ltd. The content of

the reply shows that the New Material Branch of Juxian Zhonglian Cement Co., Ltd. is located in Yanzhuang Street, Juxian County, Rizhao City. The original two 2500t/d clinker production lines will be shut down and withdrawn: the 1 # clinker production line will be shut down and withdrawn at the end of November 2022; the 2 # clinker production line has been shut down since the middle of October 2023 .

This project is a reconstruction project, which utilizes the existing buildings and ancillary facilities to upgrade the raw material final grinding system, preheater cyclone, spreader box, decomposition furnace and grate cooler of 2 # clinker production line, to carry out technical transformation of waste gas disposal facilities at kiln tail, and to rely on the existing environmental protection projects, waste heat power generation system and storage and transportation projects. A 3000t/d special cement clinker production line will be rebuilt, with a designed operation period of 300 days and an annual output of 900,000 tons of special cement clinker.

According to the requirements of off-peak production, Juxian Zhonglian Cement Co., Ltd. should control the actual operation days within 245 days per year as promised, and the actual annual output of special cement clinker is within 735000 tons per year. The clinker produced by the project is used by the self-owned cement grinding station. The project belongs to the permitted category in the Guidance Catalogue for Industrial Structure Adjustment (2024 edition), and has been put on record in the online approval and supervision platform of investment projects in Shandong Province (project code: 2509-370000 -04-01-714962). The 16303 of the project is 0.22 million RMB , among which 34 million is invested in environmental protection, accounting for 20.9% of the total investment. This project is a "two high" project, which has carried out "five equivalent or reduction substitution" of production capacity, coal consumption, energy consumption, carbon emission and pollutant emission.
