25 December, The Ministry of Ecology and Environment, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Housing, Urban and Rural Construction and the People's Bank of China jointly issued the Action Plan for the Construction of the Beautiful China Pioneer Area in Beijing, Tianjin and Hebei, the Action Plan for the Construction of the Beautiful China Pioneer Area in the Yangtze River Delta, and the Beautiful China Pioneer Area in the Guangdong-Hong Kong-Macao Greater Bay Area. The relevant contents of
each action plan concerning the cement and building materials industries are as follows:
1. "Beijing-Tianjin-Hebei Beautiful China Pioneer Area Construction Action Plan":
carry out cleaner production audits in key industries, and implement green and digital transformation and upgrading projects in traditional industries such as iron and steel, building materials and petrochemicals. Newly-built and qualified renovation and expansion "two high" projects can reach the benchmark level, and the environmental performance should reach the A-level or leading level. Build green factories, green parks and green supply chains. By 2027, we will strive to build more than 700 state-level green factories.
Promote the transportation mode of "public transit railway + new energy vehicle" for bulk goods. We will promote the large-scale application of pure electric and hydrogen fuel vehicles, build zero-emission freight fleets for large vehicle users, and basically realize new energy for newly added or updated motor vehicles and non-road mobile machinery in key areas. By 2027, the proportion of clean transportation in key industries will reach more than 80%. Fight the battle of defending the blue sky
with higher standards. We will carry out actions to improve the quality and efficiency of air pollution prevention and control in Beijing, Tianjin, Hebei and surrounding areas. We will improve the regional linkage emission reduction mechanism for long-term and large-scale pollution processes in autumn and winter, jointly respond to moderately and severely polluted weather, and implement differentiated production regulation and control for heavily polluted weather. We will carry out actions to improve the environmental performance of key industries and complete the ultra-low emission transformation of steel, cement and coking industries.
2. "Yangtze River Delta Beautiful China Pioneer Area Construction Action Plan":
resolutely curb the blind launching of "two high" projects, and promote the deep integration of digitalization, intellectualization and greening of traditional industries such as petrochemical, steel and textile industries.
Vigorously promote "revolution water" and "revolution railway". We will accelerate the renovation of new energy sources for railway freight yards, logistics parks, ports, airports, and industrial and mining enterprises. Implement the performance improvement project of air pollution prevention and control in key industries.
Complete the overall elimination of the third national diesel truck area, and accelerate the elimination and renewal of the fourth national diesel truck and the second national non-road mobile machinery.
3. "Action Plan for the Construction of Beautiful China Pilot Area of Guangdong-Hong Kong-Macao Greater Bay Area":
Accelerate the digitalization and green transformation of traditional industries, and the newly renovated and expanded enterprises in key industries can reach the benchmark level, and the environmental performance should reach the A-level or leading level. We will promote collaborative innovation in pollution reduction and carbon reduction in automotive, electronic manufacturing, building materials, sewage treatment and other industries.
By 2027, the proportion of clean transportation of bulk goods in key industries in Guangdong will reach more than 80%.
