On January 15, the National Development and Reform Commission and other departments issued the Circular on the Implementation Plan of Improving the Security Governance of Data Circulation and Better Promoting the Marketization and Value of Data Elements.

Data circulation security governance rules are an important part of the data infrastructure system. In order to implement the decision-making and deployment of the Party Central Committee and the State Council, we should implement the Network Security Law of the People's Republic of China, the Data Security Law of the People's Republic of China, the Personal Information Protection Law of the People's Republic of China, the Regulations on the Security Protection of Key Information Infrastructure and the Regulations on the Security Management of Network Data, so as to better coordinate development and security, and establish and improve data. To enhance the ability of data security management, promote the efficient circulation and utilization of data elements, and release the value of data, the following suggestions are put forward.
