is to take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, thoroughly implement the spirit of the 20th National Congress of the CPC and the 2nd and 3rd Plenary Sessions of the 20th Central Committee, comprehensively implement the idea of ecological civilization of Xi Jinping, firmly establish and practice the idea that green water and green hills are Jinshan and Yinshan, implement the requirements of the National Conference on Eco-environmental Protection, and strive to achieve the goal. Focusing on the central task of building a beautiful China in an all-round way, focusing on deepening pollution prevention and control, improving the quality of the ecological environment and improving people's livelihood, we should adhere to reform and innovation, key breakthroughs and demonstration-driven efforts at all levels of regions, provinces, cities and counties. Focusing on the objectives and tasks of promoting green and low-carbon development, promoting the fundamental improvement of ecological environment, strengthening ecological protection and restoration, building the bottom line of ecological security, and deepening the reform of ecological civilization system, we will build a beautiful China Pioneer Area (hereinafter referred to as the Pioneer Area) at different levels and classifications, and form a number of practical and institutional innovations by the end of 2027. For a long time, we have worked hard to build a number of beautiful and satisfactory demonstration models for the masses, so as to accumulate experience and set a benchmark for comprehensively promoting the construction of a beautiful China.
2. Focus on major regional strategies to build green development highlands
at the national level, closely follow the requirements of high-quality development, thoroughly implement regional coordinated development strategies and major regional strategies, highlight the three major regions of Beijing-Tianjin-Hebei, Yangtze River Delta and Guangdong-Hong Kong-Macao Greater Bay Area, coordinate the promotion of high-level protection of the Yangtze River and Yellow River basins, and strive to build a well-off society in an all-round way. Focus on solving common problems across provinces, strengthen regional green development cooperation, deepen the joint governance of ecological environment protection, and form a unique layout of beautiful China construction.
(1) Accelerate the construction of demonstration zones for pollution reduction, carbon reduction and ecological restoration in Beijing, Tianjin and Hebei. We will support Beijing, Tianjin and Hebei to improve the system and mechanism for coordinated protection of the ecological environment, deepen coordinated legislation on the ecological environment, and strengthen joint prevention and control of air pollution. We will further implement total coal consumption control and speed up the construction of cross-provincial zero-emission freight transport corridors. We will focus on the restoration of important coastal lines, important coastal wetlands and estuarine bays in the Bohai Sea to promote the construction of beautiful bays. We will further promote the comprehensive control of groundwater overexploitation in North China, jointly build ecological security barriers and coastal ecological protection zones in the Taihangshan-Yanshan region, and strengthen the control of sandstorm sources in Beijing and Tianjin. We will accelerate the construction of Beijing's urban sub-center, the Sino-Singapore Tianjin Eco-city National Green Development Demonstration Zone and the Xiongan New Area Green Development City Model.
(2) Continue to build a model area for high-level protection and high-quality development in the Yangtze River Delta region. Support the three provinces and one city in the Yangtze River Delta to promote the integration of ecological environment protection to a deeper and wider field. Cultivate and develop green productivity and expand green industrial clusters. We will strengthen the coordination of regional policies for energy conservation, emission reduction and carbon reduction, and build a collaborative innovation zone for pollution reduction and carbon reduction. We will promote the joint protection of important ecological barriers and ecological corridors, deepen the joint protection and treatment of regional atmosphere, cross-border water bodies, solid waste and hazardous waste, improve the mechanisms of conference consultation, interest consultation, sharing linkage and scientific and technological cooperation in the Yangtze River Delta region, and promote cross-regional emission trading. We will build a demonstration zone for the integrated development of ecological green in the Yangtze River Delta.
(3) Jointly build a beautiful bay area for the integration and innovation of Guangdong, Hong Kong and Macao. We will support Guangdong, Hong Kong and Macao in deepening the convergence of rules and mechanisms in the field of ecological environment, and explore and try out an ecological environment management system that is in line with international standards. We will vigorously promote green financial reform, green low-carbon technological innovation and industrial development, and explore the establishment of a carbon footprint and low-carbon product certification system in Dawan District. Major cooperation platforms such as Hengqin, Qianhai, Nansha and Hetao will be built at a high level to deepen the opening up and cooperation in the field of ecological environment. We will improve air quality in all areas, promote the systematic protection of the Pearl River Delta River network area and the Pearl River Estuary coastal waters, build beautiful bays and build "waste-free bay areas".
(4) Promoting the construction of a green and low-carbon development demonstration belt in the Yangtze River Basin. We will steadily promote ecological co-governance among provinces and municipalities in the Yangtze River Economic Zone and optimize high-level protection mechanisms. We will implement refined zoning management and control of the whole Yangtze River Basin according to units, systematically promote the protection and management of the main and tributaries of the Yangtze River and important lakes, implement the assessment of water ecology in the Yangtze River Basin, and continue to implement the ten-year fishing ban measures in the Yangtze River. We should adhere to the prevention and treatment of drought and flood, and strengthen the water quality security of the Danjiangkou reservoir area and its upstream basin. We will further promote the construction of a compensation mechanism for horizontal ecological protection throughout the Yangtze River Basin and promote joint protection. Chengdu-Chongqing Shuangcheng Economic Circle promotes the coordinated control of cross-border pollution and jointly builds a green, low-carbon and high-quality livable place.
(5) Promoting the coordinated protection and management of the upper, middle and lower reaches of the Yellow River Basin. We will support provinces and regions along the Yellow River to strengthen ecological protection and management, and accelerate the green and low-carbon transformation of energy and chemical bases along the Yellow River. Implement the rigid restraint system of water resources and improve the efficiency of water resources utilization in key industries. Make every effort to fight the landmark battles of the "Three North" project, such as the "bend" of the Yellow River. Establish a co-governance mechanism for the upper, middle and lower reaches, strengthen soil erosion control in the upper and middle reaches of the Yellow River, strengthen joint prevention and control of air pollution in key areas such as Fenwei Plain, and enhance biodiversity in the Yellow River Delta. We will improve the compensation mechanism for ecological protection in the whole Yellow River Basin and accelerate the formation of a basin protection and governance pattern of "cost sharing, benefit sharing and cooperative governance".
3. Give full play to the main role of
provinces in the construction of beautiful China, implement the major strategic requirements of the region, deploy the "beautiful series" construction work of beautiful cities and villages in the region as a whole, and explore and practice based on their respective advantages and characteristics, so as to build a beautiful China. Promoting green and low-carbon development, promoting the fundamental improvement of the ecological environment, strengthening ecological protection and restoration, building the bottom line of ecological security, and deepening the reform of the ecological civilization system. In line with the principle of fewer but better, demonstration and strong driving force, we should adhere to the characteristics of one province and one region, and focus on supporting the construction of pioneer areas in about five provinces.
(6) Promoting green and low-carbon development. Strictly abide by the "three control lines" and improve the control of land and space use. Strengthen the application of the results of ecological environment zoning management and control, and form a number of typical cases and management practice models. Carry out double control of total carbon emissions and intensity. We will vigorously promote the innovative application of green low-carbon science and technology, and build a green manufacturing system and service system. We will optimize and adjust the transport structure and accelerate the application of standardized multimodal transport equipment, new energy vehicles and construction machinery. We will strengthen the conservation, intensive and efficient use of all kinds of resources, accelerate the implementation of energy-saving projects in key areas, strengthen the control of total water use and intensity, and build a comprehensive, efficient, standardized and orderly waste recycling system. We will comprehensively promote the construction of green mines. Through efforts, the achievement of green and low-carbon transformation in key areas is in the forefront of the country.
(7) Promoting the fundamental improvement of the ecological environment. Focus on solving outstanding problems and defend the blue sky, clear water and pure land with higher standards. Taking fine particulate matter control as the main line, we will vigorously promote coordinated emission reduction of multiple pollutants, carry out performance improvement actions in key industries of air pollution prevention and control, implement urban air quality management, intelligently apply noise maps, and build quiet residential areas. We will carry out performance classification of sewage treatment and discharge levels for enterprises in key industries, and improve the monitoring and supervision system for sewage outlets. Build a model area with full coverage of urban sewage pipe network. We will accelerate the recovery of the Mother River and strengthen the supervision of ecological flow. Guided by the index system of beautiful river and lake construction, the ecological environment quality of rivers and lakes will be continuously improved. Coastal cities in the pioneer areas are encouraged to pilot the construction of beautiful bays in the whole region and explore innovative management modes for the construction of beautiful bays. We will strengthen the protection of aquatic germplasm resources and the protection and restoration of important habitats. Implementation of provention and control of soil pollution sources. Explore the "double drop" development mode of the total amount and intensity of solid waste storage in history, and build a "waste-free city" in the whole region. Implement major projects to control new pollutants. Through efforts, the quality or improvement of the ecological environment is in the leading level in the country.
(Eight) strengthen ecological protection and restoration. We will implement integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grass and sand, and comprehensively promote the construction of a nature reserve system with national parks as the main body. We will implement major biodiversity conservation projects and continue to promote the construction of key ecological projects such as the protection and restoration of important ecosystems. Implement actions to consolidate and enhance the carbon sink capacity of ecosystems. Establish and improve the supervision system of ecological protection and restoration and the red line supervision system of ecological protection, and strengthen the monitoring and evaluation of ecological conditions. Establish a joint promotion mechanism for cross-regional biodiversity conservation and governance in key areas. Through efforts, the diversity, stability and sustainability of the ecosystem have been significantly improved.
(Nine) build the bottom line of ecological security. We will improve the coordination mechanism for ecological security work and establish and improve a provention and control system for ecological security and biosafety monitoring and early warning. We will improve the list of drinking water sources and the safety assessment system. Improve the coverage rate of information-based environmental supervision in the whole process of hazardous waste. Implement accurate provention and control of heavy metal environmental risk. We will improve the system of investigation and treatment of potential pollution hazards in tailings reservoirs and the system of classified and graded supervision. Promote the monitoring and management of environmental health risks. Carry out actions to adapt to climate change in key regions. Effectively enhance nuclear and radiation safety supervision, risk monitoring and early warning and emergency response capabilities. Through efforts, the effective guarantee of regional ecological security, research and judgment of early warning and emergency response capabilities will be achieved nationwide.
(10) Deepening the reform of ecological civilization system. We will improve the compensation system for ecological protection and the mechanism for realizing the value of ecological products, and explore diversified ways and innovative models. We will comprehensively promote compensation for damage to the ecological environment. Strengthen the system of river and lake chiefs and forest chiefs. Fully implement the pollutant discharge permit system and realize the "one certificate" management. We should build a modern ecological environment monitoring system and establish a monitoring data integration and sharing mechanism. Improve the management system of natural resources assets. Deepening the construction of national ecological civilization pilot area. Through efforts, the digital governance capacity of beautiful China has been significantly improved, and the ecological environment governance system has been optimized, coordinated and efficient.
4. Coordinating urban and rural development to promote the construction
of a beautiful China focuses on key areas and prominent issues of urban and rural ecological environment protection, explores new mechanisms and models for cities and counties to promote the construction of a beautiful China, and guides the whole society to take positive actions. We will focus on supporting the construction of pioneer areas in about 50 cities and 100 counties, and take the lead in forming a number of demonstration benchmarks for the construction of beautiful cities and villages.
(11) Building a beautiful city with high standards. Guided by green low-carbon, beautiful environment, ecological livability, safety and health, wisdom and efficiency, we will promote the construction of beautiful cities in the new era.Shaping the new advantages of urban green and low-carbon transformation and development, improving the level of urban environmental infrastructure construction, innovating and optimizing the mode of urban ecological environment management and land and space development and protection, increasing the area of urban greening, building ecological communities, improving the level of garbage classification, and speeding up the solution of noise, odor and light pollution. Intelligent empowerment promotes the fine management of urban ecological environment.
(Twelve) build beautiful countryside according to local conditions. Selecting counties with different main functions, focusing on comprehensive management of ecological environment, transformation of "two mountains", green development of agriculture and promotion of livability and industry, the whole county promotes the construction of beautiful countryside. The experience of "Ten Million Projects" should be used to promote the revitalization of rural ecology and the improvement of rural human settlements as a whole. We will further promote agricultural and rural pollution control, focus on areas with prominent agricultural non-point source pollution, strengthen systematic management, accelerate the elimination of rural black and odorous water bodies, and strengthen the management and protection of rural rivers and lakes. Optimize the development space of rural industry, carry out rural space design according to local conditions, strengthen the protection and utilization of traditional villages and the guidance of rural features, and scientifically promote rural greening and beautification.
5. Supporting and guiding policies
(13) Strengthening financial support. Establish and improve a stable financial investment mechanism. Actively implement the task of building a beautiful China in major national strategies and security capacity building in key areas, focusing on the coordination of pollution reduction and carbon reduction, the improvement of environmental quality, the restoration of ecological protection and the construction of modern ecological environment infrastructure, plan major projects for the construction of pioneer areas, and integrate them into the reserve of financial funds and financial support projects in accordance with regulations.
(Fourteen) improve the market mechanism. Establish and improve the policy system of green finance to support the construction of pioneer areas, explore the establishment of investment and financing mechanisms to support the integration of ecological environment management and green low-carbon industries in the Yangtze River and Yellow River basins, and enrich green finance and transform financial products and services. Focusing on the construction of beautiful cities, financial institutions and local governments are encouraged to jointly explore financial support models for regional environmental protection construction projects. Priority should be given to supporting the development of qualified voluntary greenhouse gas emission reduction projects in the pioneer areas. Develop financial products based on various resources and environmental rights and interests in an orderly manner, and improve the pricing mechanism of market-oriented environmental rights and interests.
(15) Strengthen scientific and technological support. We will support basic scientific research and key technological research in key areas such as pollution reduction and carbon reduction, multi-pollutant coordinated emission reduction, climate change response, biodiversity conservation, new pollutant control, nuclear and radiation safety, etc. Strengthen strategic research with the pioneer area as the carrier, focus on the key tasks of the construction of the pioneer area, and reserve and launch a number of major scientific and technological projects and scientific and technological projects. We will promote the construction of high-end think tanks in beautiful China and provide talent and intellectual support for the construction of pioneer areas.
6. Organizing and implementing
the people's governments of all provinces (autonomous regions and municipalities directly under the Central Government) should attach great importance to the construction of pioneer areas. The provincial people's government where the pilot area is located shall take overall responsibility for the construction of the pilot area, establish and improve the working mechanism, organize the preparation of the implementation plan, and report to the Ministry of Ecology and Environment in accordance with the procedures; during the implementation process, organize and carry out self-assessment in a timely manner, and summarize and sort out the practical results. Relevant departments should increase their support and give priority to the deployment of reform pilot projects and innovative demonstration tasks in the field of beautiful China's construction in the pioneer areas so as to form a joint effort. The Ministry of Ecology and Environment should work with relevant departments to formulate relevant technical guidelines, guide and standardize the construction of provincial, municipal and county pioneer areas, strengthen technical assistance, display publicly through multiple channels, publicize and promote major reform achievements, and create a good atmosphere for building and sharing a beautiful China.
