Recently, the Bureau of Ecology and Environment of Qiandongnan Prefecture of Guizhou Province released the environmental news "Qiandongnan Prefecture promotes the transformation of key industries with ultra-low emissions to help enterprises transform green".
In order to further fight the battle of defending the blue sky, in 2025, in accordance with the requirements of the state and provinces on encouraging cement and other industries to reduce the emissions of nitrogen oxides and particulate matter through the implementation of ultra-low emission transformation, our prefecture will strengthen the supervision and dispatch of key industries such as steel and cement in the prefecture, promote enterprises to implement ultra-low emission transformation, and accelerate the realization of pollution reduction and carbon reduction goals.
First, we should emphasize supervision and strengthen overall planning and dispatch. Organized emissions from eight cement enterprises in Guizhou Congjiang Mingda Cement Co., Ltd., Jinping Hetai Cement Co., Ltd., Liping Huaxin Building Materials Co., Ltd. and one iron and steel industry in Majiang County, Guizhou Hexing Iron and Steel Co., Ltd. Unorganized emission and clean transportation transformation tasks are uniformly supervised and dispatched. Focus on the enterprise kiln tail dust removal and desulfurization out of stock, CEMS (flue gas automatic monitoring system) upgrade and sampling platform transformation, material yard closure and other ultra-low emission transformation projects to carry out account-based, inventory scheduling, strengthen project supervision, real-time grasp of construction progress, as well as difficulties and problems in project promotion. At present, three cement enterprises have completed the kiln tail dust removal and desulfurization out-of-stock project. Guizhou Kaili Ruian Building Materials Co., Ltd., Guizhou Maoxin Cement Co., Ltd. and Majiang Mingda Cement Plant have completed the ultra-low emission transformation in 2024.
The second is to promote transformation and actively compete for capital. To guide enterprises to declare ultra-low emission transformation projects and actively strive for special funds from the central and provincial governments. At present, all eight cement enterprises in the prefecture have received a total of 128 million yuan of special funds from the central government for ultra-low emission transformation. Among them, Guizhou Maoxin Cement Co., Ltd., Kaili Xintai Melting Co., Ltd., Guizhou Qianbo Yongtai New Materials Co., Ltd. and Guizhou Huaxing Metallurgy Co., Ltd. have received 55.895 million yuan from the central government for ultra-low emission transformation. Five of the eight cement enterprises in the prefecture have completed the transformation of ultra-low emission, of which the projects of Kaili Ruian and Majiang Mingda have been completed and put into operation, with a fund allocation rate of 94.2%; the transformation projects of Liping Huaxin, Congjiang Mingda and Zhenyuan Dongli have been completed, with commissioning, monitoring, acceptance and other work being carried out, with a fund allocation rate of more than 80%; Jinping Hetai, Huangping Jianfeng and Cengong Maoxin are under construction.
Third, improve efficiency and eliminate backward facilities. According to the investigation of the Ministry of Ecology and Environment, there are inefficient and backward production facilities in our province, among which 8 biomass boilers under 2 steam tons should be eliminated in our prefecture. At present, three enterprises such as Sansui Hengda Industry and Trade Co., Ltd. have been eliminated and shut down; five enterprises such as Guizhou Xinglong Carbon Co., Ltd. will be eliminated and shut down by the end of October. In addition to eliminating inefficient and backward facilities, we also accelerated the clean transportation of bulk goods in key industries. In the first half of the year, the proportion of clean transportation of Zhenyuan Qiandong Electric Power and Kailiqiya Aluminum Industry, which were included in the national assessment of pollution prevention and control, was 100% and 89.33% respectively, and the proportion of clean transportation of bulk goods in key industries in the prefecture reached 93%. It exceeded the national assessment target of pollution prevention and control by 23 percentage points.
At present, the cement industry is facing the double test of energy saving, environmental protection and industrial intelligence upgrading. In order to implement the relevant policy requirements and accelerate the green low-carbon transformation and high-quality development of the cement industry, China Cement Network is scheduled for September 23-24. The 14th China Cement Energy Conservation and Environmental Protection Technology Exchange Conference and the 6th Intelligent Summit Forum were held in Zibo, Shandong Province. This conference will bring together industry experts, enterprise representatives and many industry stakeholders to gather group wisdom and promote energy-saving, environmental protection and intelligent transformation and upgrading of the cement industry.
