Recently, the Department of Economy and Information Technology of Sichuan Province and the Energy Bureau of Sichuan Province jointly issued the Development Plan for Building a Strong Chain of New Energy Industry Chain in Sichuan Province (2025-2027) (hereinafter referred to as the "Plan"), which is interpreted as follows.
1. Drafting background
New energy represented by photovoltaic , wind power and hydrogen energy is a strategic and leading emerging industry in the world, representing the direction of future technological change and energy development. It is also an important field to promote the deep transformation and upgrading of industries and to foster and develop new quality productive forces. In order to thoroughly implement the work requirements of the provincial Party Committee and the provincial government on the "Nine One" key tasks of the new energy industry chain, the development direction, thinking objectives, key tasks, supporting projects and implementation mechanism of the new energy industry chain in the province in the past three years and in the future are planned in depth, and the work plan of building a strong chain of the new energy industry chain is refined and implemented. This plan is formulated to promote the deep integration of "innovation chain, industry chain, talent chain and capital chain" of the new energy industry, optimize the industrial layout, expand the industrial scale, speed up the construction of a strong chain, and further consolidate and enhance the national dominant position of the new energy industry in our province.
2. The main contents
of the Plan mainly include six aspects: planning background, overall requirements, development path, key tasks, overall layout and safeguard measures.
(1) Planning background. This paper systematically analyzes the development foundation, development advantages, situation and main problems of new energy industry in Sichuan Province. It is clear that the development of new energy in Sichuan Province has unique resource advantages, innovative strength and industrial scale, and has a deep foundation for the sustainable development of new energy industry. Scientific planning and construction of new energy industry system will enhance the core competitiveness of new energy industry in Sichuan Province. It is of great strategic significance to seize the commanding heights of future economic and technological development, to promote high-quality development with the development of new energy and new quality productivity as an important focus, and to speed up the building of the core bearing area of the national strategic hinterland.
(2) General requirements. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we should thoroughly implement the spirit of the 20th National Congress of the CPC and the Second and Third Plenary Sessions of the 20th Central Committee of the CPC, as well as the spirit of the General Secretary of Xi Jinping Party's important instructions to Sichuan's work series, conscientiously implement the spirit of the 12th Party Congress and the 12th Plenary Sessions of the Provincial Party Committee, adhere to the overall deployment and coordinated promotion, and build a strong chain and a group of chains. The basic principles of innovation leading, green and low carbon, market leading, strengthening security, coordination between supply and demand, and ensuring security. It is proposed that by 2027, the business income of the province's new energy industry chain will exceed 500 billion yuan, striving to achieve the development goal of 600 billion yuan.
(3) Development path. It proposed to focus on key areas such as photovoltaic, wind power, hydrogen energy and new energy storage , draw a panorama of industrial development around the development of upstream, midstream and downstream industries, form a landmark product plan, and implement targeted forging to make up for shortcomings. Promote deepening cooperation between industrial chain and supply chain, foster and strengthen industrial clusters, consolidate technological advantages, accelerate the construction of industrial ecology that meets the requirements of new development, and enhance the comprehensive development strength of industrial development.
(4) Key tasks. It mainly includes 17 key tasks in five aspects, including continuously improving the ability of independent innovation, accelerating the upgrading of cluster industrial chain, promoting the green transformation of industrial intelligence, optimizing and upgrading the industrial development ecology, and accelerating the expansion of the application market scale, which provides a direction for the new energy industry chain to build a strong chain.
(5) Overall layout. Focus on the manufacturing and application of photovoltaic, wind power, hydrogen energy and new energy storage, based on local resource endowment, industrial base, development space and application market, adhere to overall planning, adjust measures to local conditions, highlight key points, coordinate and efficient, and promote the coordinated and efficient development of the new energy industry chain. It proposes to build a world-class advanced manufacturing cluster of new energy, a world-class high-quality new energy development base, and a national demonstration highland of comprehensive application of hydrogen energy. The development pattern of the new energy industry chain of "one cluster, one base, one highland" is specialized, collaborative and linked.
(6) Safeguard measures. Clearly strengthen organizational coordination, strengthen policy support, strengthen investment attraction, improve factor guarantee, increase financial security, increase talent support, strengthen planning guidance and other safeguards to ensure the implementation of the plan in place.
