the Chinese Academy of Environmental Sciences, pointed out that the central government's financial support for ultra-low emission transformation of cement enterprises will be consistent and sustainable, and eligible enterprises can apply for subsidies in accordance with regulations. However, it is not easy to apply for subsidies, and enterprises need to accurately grasp many key points to ensure the smooth passage of the application.
1. Enterprises must strictly meet the relevant national standards to ensure that the quality of ultra-low emission renovation projects is excellent and the results are remarkable. Only by meeting or exceeding the prescribed emission targets can basic threshold of subsidy application be met, which is the core prerequisite for enterprises to obtain subsidies.
Second, we should uphold the scientific and rational concept of governance, so as to achieve in-depth governance rather than excessive governance. If enterprises apply for subsidies again because the first transformation fails to achieve the desired results, they will often face strict examination. This requires enterprises to do a good job of scientific planning and technology selection at the beginning of the transformation, so as to avoid the waste of resources and the obstruction of application caused by blind investment.
3. There is a restriction on the proportion of subsidies for unorganized emission transformation. Enterprises need to be clear that it is difficult to obtain high subsidies for reinforcement and renovation projects that simply beautify the environment or have nothing to do with production. The focus of subsidy funds is on the key links that can really reduce pollutant emissions and improve the level of environmental governance.
Fourth, it is almost difficult to pass the examination when applying for subsidies for transformation projects with the main goal of expanding production. The purpose of the central financial subsidy is to promote the green transformation of enterprises, not to boost the expansion of production capacity. Enterprises should deeply understand the policy orientation and avoid wrong planning.
Wang Hongmei stressed that promoting ultra-low emission transformation has become an inevitable trend in the development of the cement industry. With the increasingly stringent environmental protection standards and increasingly fierce market competition, cement enterprises will eventually be eliminated in the tide of the times if they do not actively seek change and actively carry out ultra-low emission transformation. Only by conforming to the policy orientation, grasping the opportunity of subsidies and realizing the green and low-carbon transformation, can we seize the opportunity in the industry transformation and win the long-term development.
