Recently, the Department of Industry and Information Technology of Hunan Province and the Department of Ecology and Environment of Hunan Province issued a document requesting to do a good job of peak staggering production in the cement industry during the special protection period of air pollution prevention and control in 2025-2026. During the special protection period of air pollution prevention and control from 2025 to 2026, the base number of peak-shifting production days of cement clinker is 120 days, of which the base number of peak-shifting production days from September 1 to December 31, 2025 is not less than 70 days. The circular calls for the implementation of differentiated peak-staggering production, adherence to performance grading and differentiated management and control, refinement of industry performance grading standards, more precise and scientific energy-saving and emission reduction measures and peak-staggering production, and avoidance of "one size fits all".
1. Determine the base number of off-peak production days. During the special protection period of air pollution prevention and control from 2025 to 2026, the base number of peak-shifting production days of cement clinker production line is 120 days, of which the base number of peak-shifting production days from September 1 to December 31, 2025 is not less than 70 days. Cement enterprises should reasonably arrange peak staggering production plan according to the atmospheric environmental capacity, and more peak staggering during the period of high incidence of heavy pollution.
2. Determine the classification standard of air pollutant emission. Under the condition that the reference oxygen content percentage is 10 and the ammonia slip is less than 8 mg/m3 , The hourly concentrations of particulate matter, sulfur dioxide and nitrogen oxides (calculated as NO2 ) can reach 10 mg/m3 , 35 mg/ m3, For the cement clinker production line with a concentration of less than 50mg/m3 , the number of off-peak production days shall be reduced by 20 days from the original base number; if the hourly concentration of the above main pollutants is lower than 98% of the production line with a cumulative compliance rate of the previous month, the number of off-peak production days shall be cancelled from the next month (converted into 3 days/month); When the compliance rate is higher than 98%, the reduction days will be restored on a monthly basis; if the compliance rate is lower than 98% for two consecutive months, the qualification for reduction days will be cancelled.
3. Determine the classification standard of environmental protection. The performance rating of key industries in heavily polluted weather has reached Grade A through the assessment of the Department of Ecology and Environment, and the cement clinker production line with continuous and stable operation has reduced the number of peak staggering days by 20 days on the original basis.
4. Determine the energy consumption classification standard. The comprehensive energy consumption of clinker per unit product shall not be higher than 100 kgce/t cement clinker production line, and the peak-shifting production days shall be reduced by 10 days on the original basis. Among them, those listed in the list of energy efficiency "leader" enterprises in the cement industry issued by the Ministry of Industry and Information Technology will be reduced by an additional 5 days on this basis. For the cement clinker production line with the comprehensive energy consumption of clinker per unit product higher than 117 kgce/t, the peak-shifting production days shall be increased by 10 days on the original basis. The latest annual industrial energy conservation supervision opinions issued by the Provincial Industrial Communication Energy Conservation Supervision Center shall prevail (it must be able to be accounted for separately by production lines).
5. The cement clinker production line of the state-level green factory will be reduced by an additional 5 days on the basis of the corresponding peak staggering production days.
6. Clinker production lines with more than 200 tons/day and more than 50% production of special cement products shall be reduced by 35 days on the basis of the above standards for collaborative disposal of municipal solid waste (subject to environmental assessment approval, perfect treatment equipment and municipal solid waste disposal contract). The clinker production line for co-disposal of toxic and hazardous wastes (requiring environmental assessment approval, complete treatment device and hazardous waste business license) and municipal sludge (requiring environmental assessment approval, complete treatment device and municipal sludge disposal contract) shall be reduced by 15 days on the basis of the above standards.
7. The accumulative time for a single clinker production line to enjoy peak-shifting production concessions shall not exceed 40 days, of which the peak-shifting production time from September 1 to December 31, 2025 shall not be less than 55 days.
8. It is not allowed to adjust and replace the kiln shutdown across enterprises (referring to independent legal person enterprises, non-enterprise groups). In principle, two normal clinker production lines in the same plant area can replace the days of kiln shutdown according to the size of the kiln line, but the days of reduction and exemption are not allowed to be replaced.
9. Enterprises with records of environmental violations during the year will not enjoy preferential policies for off-peak production. Production lines with peak staggering days in the fourth quarter of the special protection period of the previous year less than 5 days or more or with peak staggering days in the whole stage less than 10 days or more will not enjoy preferential policies for peak staggering production.
10. If local governments at or above the county level require additional peak staggering days during sensitive periods of atmospheric environment, they shall be implemented in accordance with the requirements of local governments.
11. If the production line with the task of coordinated disposal of municipal solid waste and toxic and harmful waste throughout the year needs to reduce the number of peak staggering days due to the limitation of closed storage capacity, the local municipal and prefectural people's governments shall formally report to the Provincial Department of Industry and Information Technology and the Provincial Department of Ecology and Environment for review and implementation.
