On December 24, the National Development and Reform Commission and the Ministry of Commerce jointly issued Decree No.37 of 2025 on the Catalogue of Industries Encouraging Foreign Investment (2025 Edition). The Catalogue of Industries Encouraged for Foreign Investment (2025 Edition), which has been deliberated and adopted at the 22nd executive meeting of the National Development and Reform Commission and examined and signed by the Ministry of Commerce, is hereby promulgated with the consent of the State Council, and shall come into force as of February 1, 2026. The Catalogue of Industries Encouraged for Foreign Investment (2022 Edition) promulgated by the National Development and Reform Commission and the Ministry of Commerce on October 26, 2022 shall be abolished at the same time.

cement, electronic glass, ceramics, microporous carbon bricks and other kilns;

harmless disposal of solid wastes produced by new dry process cement kilns and sintered wall materials;

recycling of construction waste; Comprehensive utilization of industrial wastes such

as gasified slag and industrial by-product gypsum,

development and application of new technologies for comprehensive utilization of tailings from non-metallic mines, and ecological restoration of historical mines.
