The pressure of production and operation of each unit is high, coupled with the frequent occurrence of extreme weather in winter, which has always been a period of high incidence of production safety accidents. We should have a deep understanding of the complexity, arduousness and urgency of the work of safety production at the present stage, always anchor the goal of "three zero", strictly implement the work requirements of "three musts" and "two musts", comprehensively promote the implementation of the "zero accident month" action and the "three special rectifications" action, and compact the responsibility of safety production layer by layer. We must resolutely prevent and curb all kinds of production safety accidents.

Second, we should focus on the key points and build a strong security line at the end of the year.
We should strengthen risk provention and control in key areas, keep a close eye on high-risk operation links such as non-coal mining, equipment inspection and maintenance, construction and so on, comprehensively investigate and rectify potential risks, strictly implement process control measures such as safety admittance, operation permit, safety disclosure, side station supervision, safety acceptance and acceptance, and effectively control safety risks; We should pay close attention to the prevention and response of extreme weather in winter, scientifically study and judge the risk characteristics and weak links of safety production in winter, and implement safety measures such as snow prevention, freezing prevention and skid prevention; We should deepen the special investigation and remediation of fire hazards, draw lessons from the fire accident in Hongfuyuan, Tai Po, Hong Kong, focus on the key parts of fire safety, hot work and key links such as fire, electricity and gas use in winter, continue to carry out pull-net fire safety inspection, resolutely rectify all kinds of fire hazards and violations, and keep the red line of safe production.
Third, we should strengthen safeguards and effectively enhance emergency response capabilities.
We should strengthen the construction of emergency response capacity, combine the characteristics of safe production at the end of the year and the beginning of the year, do a good job in monitoring, early warning, consultation and judgment of geological disasters and natural disasters, implement emergency preparedness work such as personnel, materials, equipment and plans, and improve the coordination and linkage mechanism with the competent government departments; We should do a good job of emergency duty, strictly implement the system of leading cadres on duty and 24-hour duty for key posts, ensure that emergencies are reported, responded and disposed of at the first time, and maximize safety in production and maintain safety and stability.
