On December 22, the Bureau of Industry and Information Technology of Shaoguan City, Guangdong Province, announced that in order to strictly implement the requirements of the national capacity replacement policy. Shaoguan Dingxin New Materials Co., Ltd. will hold a hearing on the capacity replacement scheme of the new white Portland cement project with a daily output of 770 tons of clinker in January 2026 in Shaoguan.
The announcement shows that the proposed project is located in Fankou Cement Plant, Shitang Town, Renhua County, Shaoguan City, which belongs to the relocation and technical transformation project. The core construction content is a Φ3.3 × 54m new dry kiln white cement production line. The project is designed to produce 770 tons of clinker per day. It is planned to start construction in February 2026 and put into operation by the end of 2026.
From the perspective of energy consumption and total emission, the unit energy consumption of the project is controlled at 150 kg standard coal/ton, and the total emission of carbon dioxide is approved to be 0.96 tons 152122, which meets the basic requirements for new white cement projects in the Implementation Plan for Carbon Peak in Building Materials Industry (2024-2030). In terms of
capacity replacement, the project adopts the inter-provincial capacity replacement mode, with a replacement ratio of 1.8: 1. The replacement capacity comes from a Φ2.7 * 42m rotary kiln of Shaanxi Shitouhe Cement Co., Ltd. The design capacity of the production line filed or approved documents is 1000t/d, and the actual capacity is 600t/d (all for the replacement of the project). The 1000t/d cement clinker line of
Shaanxi Shitouhe Cement Co., Ltd. will be shut down after signing the purchase index contract, and the demolition will be completed before the ignition of the new line. The original text of the
