It is understood that the project is located in Qapqal Xibe Autonomous County , Ili Kazakh Autonomous Prefecture, Xinjiang, and the tenderer is Qapqal Xibe County Rui Carbon New Energy Co., Ltd. The construction scope includes civil construction (including infrastructure), equipment installation and commissioning, and a 220kV booster station of the 400MW photovoltaic project .
It is noteworthy that on December 11, the tenderer of the project issued a change announcement to adjust the qualification requirements of the bidder, and the opening time of the project was from December 19, 2025 to December 19, 2025.
