On December 23, the 80MW Tea-Light Complementary Power Generation Project in Bailian Town, Hengdong, Hunan was officially started.

It is reported that the project is invested and constructed by Hunan Development Xiaochu New Energy Co., Ltd., a wholly-owned subsidiary of Hunan Development, located in Liyu Village and Xiaochu Village, Bailian Town, Hengdong County, Hengyang City, Hunan Province, with a total investment of about 340 million yuan .
The project is planned to be constructed in the mode of "tea-light complementary" with power generation on the board and tea planting under the board. The planned DC side installed capacity is about 103.47 MW and the AC side installed capacity is about 80 MW. The electricity consumption adopts the mode of full access to the grid .
Previously, in April 2025, Hunan Development Xiaochu New Energy Co., Ltd. (Hereinafter referred to as "Xiaochu New Energy") signed the Land Lease Contract with Hunan Yinsheng Eco-Agricultural Science and Technology Development Co., Ltd. It also signed a tripartite agreement with the people's governments of Yinsheng and Bailian Town, Hengdong County, Hunan Province.
The agreement stipulates that Xiaochu New Energy leases a total of 2506 mu of land transferred by Yinsheng in Liyu Village and Xiaochu Village, Bailian Town, Hengdong County, Hengyang City, with a lease period of 20 years and a rent of 770 yuan per mu per year. The rent is collected and paid by the people's government of Bailian Town, Hengdong County and supervised.
