The circular mentioned that enterprises with a base should be supported to expand production, and industrial enterprises with output value of 40 million yuan or more in the first quarter and an increase of 10% or more over the same period of last year, as well as software and information technology service enterprises with business income of 20 million yuan or more in the first quarter and an increase of 10% or more over the same period of last year, should be supported. According to the output value, electricity consumption, profit, number of new employees and other indicators in the first quarter of the enterprise, a one-time reward of 200000 to 500000 yuan will be given to support the enterprise to increase employment, purchase production materials, reduce logistics costs and strengthen safety production. For agricultural and sideline products processing (feed, grain and oil processing), medicine, grey silk, building materials, wood processing, short-process steel and other industries, the output value, electricity consumption, profits, new employment and other indicators can be appropriately reduced.
Supporting non-base enterprises to speed up production capacity climbing, industrial enterprises with output value of 20 million yuan or more in the first quarter and software and information technology service enterprises with business income of 10 million yuan or more in the first quarter will be awarded a one-time reward of 300000-500000 yuan. It is used to support enterprises to increase employment, purchase production materials, reduce logistics costs and strengthen safety production.

Coordinate with Changzhou Lock to speed up maintenance on the premise of ensuring safety, improve the efficiency of water transport of cement and other building materials, reduce operating costs, and support the development of Guangdong market. Enterprises should be guided to carry out certification of green building materials, and green building materials products should be supported to participate in the improvement of rural human settlements, the transformation of old cities and market expansion. We will support differentiated peak-staggering production in cement enterprises, and guide cement production capacity with old equipment, small scale and high cost to gather in competitive enterprises and regions through capacity replacement. Guidelines for the development of advanced inorganic non-metallic materials industry and the transformation and development of traditional building materials industry were issued to guide the upgrading of calcium carbonate industry, promote the transformation and upgrading of building materials industry and accelerate the cultivation of new growth points. We will strive to increase the output value of the building materials industry by more than 5% in the first quarter of 2025.
