Recently, the Jiangsu Provincial Housing and Construction Department issued the Notice on Strengthening the Supervision of Concrete Quality in Housing and Municipal Engineering, which will be implemented from the date of issuance. Documents such as Su Jian Zhi An [2021] No.97 and Su Jian Han Zhi An [2021] No.377 shall be abolished at the same time.
2. Effectively strengthen the supervision
of the quality of ready-mixed concrete. The competent departments of housing construction in urban and rural areas should strengthen the management of "professional contracting qualification of ready-mixed concrete", strictly examine and approve the professional contracting qualification of ready-mixed concrete, and strengthen the supervision after the event in accordance with the law and regulations. To urge enterprises to maintain assets, key personnel and technical equipment to meet the requirements of qualification standards within the validity period of qualification, and to seriously investigate and punish the operation of enterprises without qualification, as well as the transfer, lending of qualification certificates or allowing others to carry out business in the name of enterprises in other ways.
The competent departments of housing construction in urban and rural areas should improve the registration system of building materials, and urge the production enterprises to go through the registration formalities in accordance with the regulations for ready-mixed concrete as the main building material affecting the quality and safety of the main structure of the project and its use function.
The competent departments of housing construction in urban and rural areas shall urge enterprises supplying ready-mixed concrete to projects to improve their production management system and quality assurance system, improve the management system of raw material entry inspection and inspection files, standardize the purchase, use of raw materials and the account of ready-mixed concrete leaving the factory, and realize the traceability of the quality of ready-mixed concrete; Supervise and urge enterprises to produce and transport ready-mixed concrete in strict accordance with technical standards, strengthen factory inspection, and provide complete quality certification documents when delivering from the factory. The competent departments of
housing construction in urban and rural areas should focus on strengthening the supervision of construction sand, strictly prevent illegal and illegal sea sand, industrial solid waste and other unqualified sand materials formed by their processing from being used in projects, urge enterprises supplying ready-mixed concrete to projects to strictly implement the quality control measures for raw material sand, and ensure the quality of raw material sand. When purchasing sand, check the source certificate and test certificate of sand, check the chloride ion content, and provide the purchaser with the chloride ion content test report of ready-mixed concrete and its raw material sand when leaving the factory. To guide and urge residential construction units to publicize the variety and source of concrete sand as quality information.
3. Continuous consolidation of concrete quality supervision
at construction sites shall further consolidate the primary responsibility of construction units for project quality, the main responsibility of design, construction and supervision units for quality, and the quality responsibility of quality inspection units; Supervise and urge the construction unit to strictly control the quality of concrete construction, strictly implement the system of acceptance and witness sampling inspection, carry out pouring and curing in strict accordance with the construction drawing design documents and relevant technical standards, standardize the setting of standard specimen curing room or curing box and carry out standard specimen curing; Supervise and urge supervision units to conscientiously perform their supervision duties, check the qualifications of ready-mixed concrete enterprises, do a good job in the acceptance of ready-mixed concrete, the on-site supervision of pouring and the acceptance of concrete sub-projects, and witness the process of on-site sampling, sample preparation, maintenance and inspection of concrete specimens; Supervise and urge the project quality inspection unit to inspect strictly in accordance with the relevant technical standards, and timely feedback to the entrusting unit if the inspection is not qualified, and timely report to the local project quality supervision organization.
4. Actively enrich the forms
of concrete quality supervision, the competent departments of housing construction in urban and rural areas should constantly innovate and optimize the ways of supervision, and focus on building a multi-level and whole-process supervision system. We will encourage the steady promotion of digital supervision in light of local conditions, and explore the establishment of a full-chain supervision system from ready-mixed concrete to on-site construction. It is encouraged to implement differentiated supervision measures such as classification and grading according to the daily supervision situation, so as to improve the efficiency of supervision. Establish and improve the emergency response mechanism for unqualified construction sand, formulate contingency plan, timely study and deal with unexpected problems such as illegal sea sand, industrial solid waste and unqualified sand formed by their processing for construction projects. We will further strengthen publicity and guidance, unblock social supervision channels, encourage reporting and reflection of the use of substandard sand, the use of substandard ready-mixed concrete, the unqualified pouring construction and maintenance, and the issuance of false test reports; we will guide local concrete associations to improve the industry restraint and punishment mechanism, and build a co-governance pattern of government supervision, industry self-discipline and social supervision.
5. Regular special spot checks
on the quality of engineering concrete shall be carried out annually by the competent departments of housing construction in urban and rural areas (hereinafter referred to as special spot checks), aiming at the participating units (including enterprises supplying ready-mixed concrete to the project) and their employees in the construction projects under their jurisdiction. Spot check the implementation of laws, regulations and technical standards related to concrete quality, the use of sand for construction and the quality of concrete for engineering entities. See the annex for the table for spot check. Local special spot checks should strictly abide by the provisions of the State Council and the provincial government on standardizing the administrative inspection of enterprises involved. Each district and city shall timely inform our office of the supervision of concrete quality within its jurisdiction every year.
