On December 19, Premier Li Qiang of the State Council chaired the executive meeting of the State Council, focusing on the implementation of the spirit of the Central Economic Work Conference, listening to the progress report of the three-year action to tackle the root causes of production safety, and deploying the comprehensive treatment of solid waste. It also deliberated and adopted the Draft Regulations on the Implementation of the Value-added Tax Law of the People's Republic of China and the Draft Regulations on Commercial Mediation.
The meeting made arrangements for the implementation of the decisions and arrangements of the Central Economic Work Conference, emphasizing that all departments of the State Council should unify their thoughts and actions, combine their functions with detailed tasks, strengthen cross-sectoral coordination, and ensure that the economy is stable and sound and that the 15th Five-Year Plan starts well.
The meeting heard a report on the progress of the three-year action to tackle the root causes of production safety, pointing out that we must keep the alarm bell ringing, strengthen the investigation and rectification of potential risks in key industries and weak links, adhere to prevention-oriented, strengthen emergency response, prevent major accidents, and promote institutionalization and long-term effectiveness to improve the level of intrinsic safety.
The meeting deployed a comprehensive solid waste treatment action, calling for curbing the growth momentum of solid waste, building a system of reduction, recycling and harmlessness, giving priority to the treatment of solid waste related to people's lives, improving the long-term mechanism of "who pollutes, who governs", and strengthening the level of infrastructure construction and resource utilization.
The meeting deliberated and adopted the Regulations on the Implementation of the Value-added Tax Law of the People's Republic of China (Draft), which aims to ensure the smooth implementation of the Value-added Tax Law, strengthen the popularization of laws and operational guidelines, protect the rights and interests of taxpayers and create a fair competitive environment. The meeting also deliberated and adopted the Regulations on Commercial Mediation (Draft), which calls for standardizing commercial mediation activities, establishing a team of professional mediators, enhancing credibility and promoting convergence with international rules. The meeting also considered other matters.
Data show that the growth of solid waste in China has reached 11 billion tons per year. "China is a big producer of solid waste, with an annual output of more than 11 billion tons of solid waste." Li Gao, Vice Minister of the Ministry of Ecology and Environment, said at a press conference on the theme of completing the 14th Five-Year Plan series with high quality.
