On December 18, the Zhejiang Provincial Department of Ecology and Environment issued a public announcement on the third round of feedback from the central supervision of ecological environment protection (No.18).

First, the feedback problem
is that some cities are not able to cope with the heavy pollution weather. At the end of 2023, a long period of heavy pollution occurred in Zhejiang Province. Hangzhou, Jiaxing, Huzhou and Shaoxing did not issue early warning information or initiate emergency response when the relevant provincial departments sent letters of early warning many times. The inspection team conducted spot checks on the emergency situation during the yellow warning period in early 2024. 27 of 47 enterprises in Hangzhou, Jiaxing and Shaoxing failed to implement the emergency emission reduction requirements, and Hongshi Cement Company in Tonglu County, Hangzhou, even exceeded its production capacity. There are still some problems in Huzhou, such as inadequate contingency plan and relaxed control measures.
2. The goal
of rectification is to further improve the heavy pollution weather response system and improve the ability of heavy pollution weather forecast, early warning and emergency response.
3. Completion of
rectification measures 1. Hangzhou, Jiaxing and Shaoxing have investigated and dealt with 27 enterprises that failed to implement the emergency emission reduction requirements for heavily polluted weather in accordance with the law and regulations. In June 2024, Hangzhou, Huzhou, Jiaxing and Shaoxing all revised and completed the contingency plan of heavy polluted weather; in September, they updated and improved the emergency emission reduction list of heavy polluted weather; in November, they revised and completed the operation manual of emergency response to heavy polluted weather and the special plan of the department. In June 2025, the Provincial Economic and Credit Department took the lead in formulating the Work Program for Further Standardizing the Capacity Management of Cement Industry in Zhejiang Province to promote the strict implementation of capacity management regulations by cement enterprises in Zhejiang Province.
2. Strengthen emergency response. Since October 2024, the ecological environment and meteorological departments have carried out intensive joint consultation and judgment. According to the forecast results, the Yangtze River Delta Federation consultation results and regional prompt information, early warning prompts have been issued in time to urge and guide all localities to strictly prevent PM2.5 heavy pollution, and no heavy pollution weather has occurred in cities with districts. During the emergency response period, we should strengthen supervision, assistance and inspection, and urge all localities to implement detailed emergency emission reduction measures.
3. Improve the response system. In 2024, with the consent of the provincial government, the Provincial Department of Ecology and Environment revised and issued the contingency plan for Heavily Polluted Weather in Zhejiang Province, unified the classification standards for early warning of heavily polluted weather, clarified the emergency response measures and the division of responsibilities between departments and local governments, and incorporated the regional emergency linkage in the Yangtze River Delta into the plan; The Emergency Response Operation Manual for Heavily Polluted Weather in Zhejiang Province and the special scheme have been revised and completed; all cities and counties (cities and districts) have completed the revision of the contingency plan for Heavily Polluted Weather. In August, training on heavy pollution weather response was organized throughout the province. In September, the revision of the provincial emergency emission reduction list for heavily polluted weather was completed. Since October, combined with the response to polluted weather, emergency response drills for heavily polluted weather have been carried out.
Fourth, the effect
of rectification is to further improve the heavy pollution weather response system. Provincial, municipal and county levels have revised the contingency plan for heavily polluted weather, unified early warning classification standards, and incorporated into the Yangtze River Delta regional emergency response linkage to form a joint response force. Second, the ability to cope with heavy pollution weather has been further improved. By updating and improving the list of emergency emission reduction for heavily polluted weather, training for heavy polluted weather response, actual combat drills, early warning and emergency response, the provincial, municipal and county levels have consolidated the response foundation and enhanced the response capacity. Since December 2024, there has been no heavy pollution weather in cities with districts. Third, the air quality of the whole province has been further improved. In 2024, the concentration of PM2.5 in the whole province will be improved by 0.6 micrograms/cubic meters on a year-on-year basis, reaching the best level in the same period in previous years for 6 months; from January to June in 2025, the concentration of PM2.5 in the whole province will be improved by 0.7 micrograms/cubic meters on a year-on-year basis.
5. From September 16 to 17,
2025, the Provincial Party Committee and the Provincial Government Supervision Office, together with the Provincial Department of Ecology and Environment, went to Hangzhou, Huzhou, Jiaxing and Shaoxing for on-the-spot verification and consulted relevant supporting materials. The verification team shall form verification opinions after consultation. According to the verification, some cities (No.18) have implemented all the rectification measures to achieve the expected rectification objectives and meet the marketing conditions.
