In response to the question of "what measures have been taken to support the development and utilization of new energy", Chen Zheng, a member of the Party Leadership Group and deputy director of the Energy Bureau of the Autonomous Region, said that through four major measures, we should adhere to the integration of source, network, load and storage, improve quality and efficiency, and develop new energy.
One is to make green electricity more abundant. We should focus on expanding supply, seize the "window period" of new energy development, speed up the development and construction of new energy, simplify the approval process of new energy projects, and promote the early start and completion of key projects such as the "Shagohuang" base and photovoltaic sand control . In the first half of the year, the installed capacity of new energy in the whole region increased by 10.28 million kilowatts, with the total installed capacity exceeding 145 million kilowatts (the first in China), an increase of 38%, leading the second place by nearly 14 million kilowatts; the power generation was 144.6 billion kilowatt hours, an increase of 36%, accounting for 35% of the total power generation, equivalent to one kilowatt hour of new energy for every three kilowatt hours of power generation.
The second is to make the absorption more extensive. We should focus on improving the absorptive capacity , give full play to the advantages of "large quantity and low price" of green electricity, insist on both delivery and local absorption, and expand the absorption in multiple scenarios. In terms of transmission and consumption, the existing channels were used to transmit more green power to North China, Northeast China, East China and other regions, and the first cross-regional green power transmission transaction was carried out with the North China Power Grid. In the first half of the year, 49 billion kilowatt-hours of green electricity were delivered, an increase of 55%. In terms of local consumption, we should optimize the implementation rules of six types of market-oriented new energy projects, implement the compulsory consumption mechanism of green electricity in high-energy industries such as electrolytic aluminium and ferroalloy, develop consumption scenarios such as integrated computing, zero-carbon low-carbon parks and new energy mineral cards, and promote the self-use of new energy in a market-oriented manner. In the first half of the year, it is estimated that the weight of renewable energy power consumption responsibility in the whole region is 36.7%, which is about 6 percentage points higher than national target value.
The three is to make energy storage more diversified. We will take energy storage as the "bull nose" to drive the development of new energy, carry out special actions for new energy storage, and introduce seven supporting policies to speed up the construction of new energy storage. At present, the approved projects cover six main technical routes, including lithium batteries, flow batteries, flywheels and compressed air. In the first half of the year, 14.8 million kilowatts of new energy storage projects were started in the whole region, and the annual target was completed ahead of schedule; the newly built energy storage scale was 700,000 kilowatts, and the total scale reached 11.02 million kilowatts, an increase of 112% over the same period last year; the charging and discharging capacity of new energy storage in operation in the whole region increased by more than 450% over the same period last year. At present, Chifeng Zhirui Project has completed the acceptance of water storage, Baotou Meidai Project has started, and Bayannaoer Taiyanggou Project has been approved and planned to start within this year.
Fourth, make green hydrogen more efficient. Grasp the development of the blue ocean market of green hydrogen, extend the policy of green hydrogen projects generating less than 40% of the electricity to 2027, introduce nine measures to speed up the construction of green hydrogen projects and promote consumption, and extend the application scenario of green hydrogen to green ammonia, with the production capacity of green ammonia reaching 320,000 tons per year, leading the country. In the first half of the year, the output of green hydrogen in the whole region was 3659 tons, exceeding the annual output of last year. The construction of hydrogen pipeline from Damao Banner to Baotou City has been started, and the green hydrogen pipeline projects from Wulanchabu to Beijing-Tianjin-Hebei and Aohan to yuanbaoshan have been approved and planned to start within this year.
