The rectification problems mentioned are as follows: the equipment of 2500t/d clinker production line of Digang Conch Co., Ltd. is aging, and the energy consumption per unit product rises to 119 kg standard coal in 2023, which is higher than quota standard ; The energy efficiency of the cement clinker production project of Ruixin Cement Co., Ltd. is lower than benchmark level , and has not been upgraded or eliminated as required. Wuhu Conch Cement and other enterprises still have the problem of using backward mechanical and electrical equipment with high energy consumption.
According to the latest edition of Benchmarking Level and Benchmark Level of Energy Efficiency in Key Industrial Areas, the benchmark level of comprehensive energy consumption per unit product of cement clinker is 100 kg standard coal, and the benchmark level is 117 kg standard coal . The objectives and tasks of
the rectification are to replace the high energy-consuming mechanical and electrical equipment of Wuhu Conch Cement, to meet the national quota standards for the energy efficiency of Digang Conch, and to speed up the replacement and withdrawal of production capacity of Credit Suisse Cement.
Rectification completion mentioned: " The 2500t/d clinker production line of Digang Conch Co., Ltd. and the cement clinker production project of Ruixin Cement Co., Ltd. have been shut down for capacity replacement.". That is to say, the two cement clinker production lines whose energy consumption exceeds the benchmark level will not be substantially rectified. Ministry of Industry and Information Technology, there are clear provisions on the circumstances that can not be used for capacity replacement. The third requirement is that the cement clinker line whose energy efficiency does not meet the requirements of the benchmark level of the current edition of the Benchmark Level and Benchmark Level of Energy Efficiency in Key Industrial Areas can not be used for capacity replacement .
Digang Conch 2500t/d clinker production line and Ruixin cement clinker production line did not reach the benchmark level of energy consumption of cement clinker, but still implemented rectification through capacity replacement and shutdown, which was used as the basis for rectification and acceptance of ecological environment problems. There are doubts about the compliance of this operation.
