2 These Rules are applicable to the development, construction and management of distributed photovoltaic power generation in the province. All kinds of power users, investment enterprises, specialized contract energy service companies and natural persons can invest and operate distributed photovoltaic power generation projects in accordance with the law and regulations. Distributed photovoltaic power generation projects are divided into four types: natural person household, non-natural person household, general industry and commerce, and large-scale industry and commerce. 5 The competent energy departments of provinces, cities and counties shall, in conjunction with relevant departments, optimize the business environment, actively promote the development and utilization of distributed photovoltaic power generation within their jurisdiction, and support the equal participation of all kinds of investors. Be responsible for project management, establish coordination mechanism and resolve conflicts and disputes.

Power grid enterprises undertake the implementation and identification of grid-connected conditions of distributed photovoltaic power generation, grid access and upgrading, assessment of carrying capacity and improvement measures, optimization of dispatching capacity, power acquisition, consumption monitoring and other work, and continuously improve the acceptance, allocation and regulation capacity of distributed photovoltaic power generation. II Filing Management

Article 6 Distributed 7 The same investor, the same filing authority, the construction site of a single project, the scale and content of the non-natural household distributed photovoltaic may be merged for filing, and connected to the power grid by means of separate access or centralized confluence. 9 After the filing of a project, if the legal person of the project changes and the construction site, scale and content of the project change significantly, the project investor shall inform the filing organ in time and modify the relevant information. If the load of

large-scale industrial and commercial distributed photovoltaic power users changes greatly and the plan is adjusted to a centralized photovoltaic power station, the investor shall apply to the Provincial Energy Bureau to explain the load changes and formulate a grid connection adjustment plan. Provincial Energy Bureau organizes provincial power companies to verify load changes, carry out grid connection checks, and adjust projects with grid connection and absorption conditions to centralized photovoltaic power stations. III Construction Management

Article 10 The construction site of a distributed photovoltaic power generation project must be legal and compliant, with complete procedures and clear property rights. Before the implementation of the project, the investor should evaluate the service life of the house, the load capacity of the roof and the safety of the surrounding environment to ensure the feasibility and safety of the construction. Article

11 The investor of a distributed photovoltaic power generation project may start construction only after obtaining the project record certificate and the grid-connected opinions of the grid enterprise. Article

12 The Provincial Energy Bureau shall organize local energy authorities, power grid enterprises and other relevant units to evaluate the carrying capacity and improvement measures of distributed photovoltaic power generation access to the grid in accordance with relevant standards and norms, and establish a quarterly release and early warning mechanism for the open capacity of the distribution network and organize its implementation. Provincial electric power companies organize power grid enterprises at all levels to announce the accessible capacity to the public quarterly through portals, business halls and other channels, station by station, line by line and station by station. Article

13 After completing the filing procedures, the project investor shall submit relevant materials such as the filing certificate, the letter of intent for grid connection, the qualification of the project investor and the certificate of ownership of the power generation address to the local power grid enterprise in a timely manner. Distributed photovoltaic power generation projects other than natural household use should provide information such as the progress of the preliminary work of the project. The power grid enterprise shall give a written reply within 2 working days. Those who fail to reply within the time limit shall be deemed to have been accepted. When the accessible capacity is insufficient, the power grid enterprise shall inform the project investor and register according to the order of application for access, and then notify the project investor to go through the relevant formalities in time when the conditions are met. 14 Investors of distributed photovoltaic power generation projects shall, after obtaining the grid-connected opinions of grid enterprises, take into account the construction conditions, grid access points and other factors as a whole, and carry out the design of access systems. Natural household distributed photovoltaic power generation projects are provided free of charge by grid enterprises. For other types of distributed photovoltaic power generation projects, the investor shall carry out the access system design work and submit the access system design scheme report to the grid enterprise. The power grid enterprise shall make an acceptance decision within 2 working days after receiving the report. If the voltage level of the access system is 35 kV or below, a written reply shall be issued within 10 working days after the acceptance decision is made; if the voltage level of the access system is 110 kV, a written reply shall be issued within 20 working days after the acceptance decision is made. Article

15 Power grid enterprises and investors of distributed photovoltaic power generation projects shall determine the investment interface division of access system engineering according to the demarcation point of property rights, and strengthen the investment construction and upgrading of public power grid and user's internal power grid according to the property rights relationship, so as to realize the integration of public power grid and user's internal power grid. To ensure that the new distributed photovoltaic power generation project achieves the function of "observable, measurable, adjustable and controllable".Article

16 Investors of distributed photovoltaic projects shall carry out construction in strict accordance with the record information and the access system design scheme examined by power grid enterprises. After the completion of the construction, an application for grid-connected acceptance shall be submitted to the power grid enterprise.

Power grid enterprises should review the consistency between the investment subject and the filing unit, and urge the investment subject to revoke the original filing certificate and go through the filing formalities again.

The project can be connected to the grid only after the grid enterprises have passed the acceptance of the equipment involved in the grid and the grid-connected commissioning. Chapter

IV Operation Management

Article 17 Distributed photovoltaic power generation projects shall sign the Grid-connected Dispatching Agreement with grid enterprises before grid-connected operation, which shall be integrated into the unified management of grid dispatching agencies. In order to ensure the safe and stable operation of the power grid, power grid enterprises can take regulation or disconnection measures for distributed photovoltaic according to the actual operation needs of the power grid (including but not limited to peak shaving, frequency modulation, voltage regulation, section control, emergency disposal of accidents, etc.). 18 The investor of a distributed photovoltaic power generation project shall report the name, office location, contact person and contact information of the operation and maintenance unit to the user and the local power grid enterprise. The operation and maintenance unit shall meet the corresponding qualification requirements. If the

distributed photovoltaic system has not generated electricity for one consecutive year and the on-site power generation equipment has been dismantled, the grid enterprise shall inform the owner or make a public announcement to the society, and then cancel the account, and synchronously copy the cancellation information to the filing authority for filing cancellation; if the account has been cancelled or the installation address has been relocated, the registration and grid connection procedures shall be re-handled. Article

19 The main body of investment in distributed photovoltaic power generation projects is the main body responsible for the safe production of projects, strictly implementing the national and industrial regulations on safe production management, and strengthening the safe production management in the whole process of project construction and operation according to law. The competent energy departments at the county level shall, in conjunction with the relevant departments, do a good job in the supervision and management of the safety production of distributed photovoltaic power generation according to their respective responsibilities. Article

20 The competent energy authorities at the county level shall strengthen the supervision of distributed photovoltaic power generation projects filed within their respective administrative areas after the event. Focus on supervising whether the construction is carried out in accordance with the construction site, construction scale and construction content filed after the start of construction, and whether the information on the start of construction, construction progress and completion of the project is submitted truthfully and timely through the online approval and supervision platform of investment projects in Hubei Province. Chapter

V Supplementary Provisions

Article 21 These Rules shall come into force on the date of promulgation and shall be valid for the same period as the Measures for the Development and Construction of Distributed Photovoltaic Power Generation issued by the State Energy Administration. The Notice of the Provincial Energy Bureau on Strengthening the Whole Process Management of Distributed Photovoltaic Power Generation Projects (E Energy Xinneng [2023] 52) shall be abolished at the same time. 22 Matters not covered in these Rules shall be implemented in accordance with the relevant provisions of the Measures for the Development and Construction of Distributed Photovoltaic Power Generation issued by the State Energy Administration.
