On December 9, the Emergency Management Bureau of Guangnan County, Yunnan Province, issued the "6.17" General Road Traffic Safety Accident Investigation Report of Guangnan Liancheng. 07 on June 17,
2025, a general road traffic accident occurred in the 1439 km 100 m section of Suining-Malipo (Suima Line) in Guangnan County, Wenshan Prefecture (Bawangcun Section of Liancheng Town), in which a heavy tank truck collided with nine vehicles waiting in line, resulting in one death and eight injuries. Ten vehicles were damaged to varying degrees, resulting in a direct economic loss of about 1.6538 million yuan. After the
accident, the video surveillance in the factory showed that at about 1 am on June 17, 2025, Liu drove Gui LC33xx heavy tank truck to Wenshan xxxx Co., Ltd. to load 57290 kg bulk cement by himself with the loading QR Code provided by the consignment company. At 1:43:47, Liu drove Gui LC33xx heavy tank truck out of Wenshan xxxxxx Co., Ltd. Then drive along G323 National Highway to Yanshan, turn into G248 National Highway to continue driving to Yanshan after arriving at Vimalakirti. At about 2:30 am, stop and rest when you arrive at Haizi, Jiayi Town. 41 A. m., the vehicle started from the rest place and continued to drive along G248 National Highway. After arriving at Yanshan, it turned into G323 National Highway and drove in the direction of Ameng. After passing through Ameng Town, it drove along Ka'e Line and Baka Line to Zhulin Town, connected with S312 Provincial Highway and drove in the direction of Guangnan. At Tuguozhai, it connected with G246 Zhuxi Highway and drove in the direction of Guangnan Bamei. At 10:21:40, the GPS locator was interrupted due to failure when it arrived at the eight-lane basket village in Guangnan County. Liu continued to drive Gui LC33xx along the G246 Zhuxi Highway in the direction of Guangnan Bamei. 07, when driving to the 1439 km 100 m section of Suining-Malipo (Suima Line) (Bawangcun section of Liancheng Town), the vehicle ran out of control and collided with the left cargo compartment of Yun H1Z7xx9 light balustrade truck driven by Huang Ying, who was waiting for release due to road construction. Then it collided with the rear of the left body of Yun HAZ3xx small car driven by Huang Mou, who was waiting for release due to road construction, and then collided with the rear of the left body of Yun H0209xx large ordinary bus driven by Huang Mou in the opposite lane. After that, the head of Gui LC33xx heavy tank truck collided with the rear of Yun H8T5xx minibus driven by Nong Mou waiting for release, and the head of Yun H8T5xx minibus collided with the rear of Yun H217xx heavy dump truck driven by Du Mou waiting for release. Houyun H217xx heavy dump truck slipped forward due to collision, and the left side of the front collided with the front of the left side of Yun H7T5xx small car driven by Li Mou-mou in the opposite lane. The accident caused the death of Nong Mou after rescue, Liu Mou, Huang Mou, Peng Mou, Fu Mou, Luo Mou, Lu Mou, Wang Mou, He Mou 8 people were injured, and 10 cars were damaged to varying degrees.
After investigation, it was found that the direct cause of the accident was that Liu Mou, the owner and driver of Gui LC33xx heavy tank truck, was seriously overloaded in the process of carrying out road transport activities, driving vehicles that did not meet the technical conditions of motor vehicle operation safety, resulting in vehicle out of control in the long downhill accident-prone section. Causing a series of collisions with several vehicles waiting for release.
The specific analysis is as follows:
1. Vehicle overload transportation analysis
Gui LC33xx heavy tank truck gross mass: 31000 kg, curb weight: 17400 kg, approved load mass: 13470 kg. After testing, the actual cargo mass of the vehicle is 57,290 kg, the overload rate is 141.35%, and the vehicle is seriously overloaded.
2. The vehicle does not meet the technical conditions
of motor vehicle operation safety. After identification, the left and right tire patterns of the second, third and fourth axles of Gui LC33xx heavy tank truck are inconsistent, and the driving system is not qualified. Inconsistent tire patterns will cause uneven adhesion between left and right tires and the ground, resulting in a decline in vehicle driving stability. In addition, the vehicle is overloaded and runs on a long downhill road section, which increases the inertia of the vehicle downhill, so that the braking force provided by the vehicle brake can not meet the requirements of the overload, resulting in the extension of the braking distance, the significant reduction of the braking efficiency of the vehicle, and the vehicle can not slow down quickly and stop in time according to the driver's operation. 3. The traffic control department determined that
Liu's driving parts did not meet the technical standards and the load exceeded the maximum allowable total mass. Driving on the road, not driving safely and civilly in accordance with the operation norms in the long downhill section, causing the vehicle out of control, is all the fault of the accident, and Liu is found to bear all the responsibility for the accident. , as an investor and operator of road transport units, has insufficient investment in safety, does not have the conditions for safe production of road transport, and is seriously overloaded. The above acts violate the provisions of Article 23, paragraph 1, of the Safety Production Law of the People's Republic of China and Article 41, paragraph 2, of the Safety Production Law of the People's Republic of China. It is suggested that the Guangnan County Emergency Management Bureau investigate and deal with the illegal acts according to law.
2. Yunnan XXX Construction Engineering Co., Ltd
. Yunnan XXX Construction Engineering Co., Ltd. violated the provisions of Article 27 and Article 28 of the Safety Production Law of the People's Republic of China, and suggested that Guangnan County Emergency Management Bureau investigate and deal with its illegal acts according to law.
3. Wenshan xxxx Co., Ltd
. Wenshan xxxx Co., Ltd., as the source unit of freight transport, has not effectively managed the overloading of goods, and has not stopped the driver's self-loading of goods beyond the limit, which violates the provisions of Article 41, paragraph 2, of the Safety Production Law of the People's Republic of China. It is suggested that Guangnan County Security Committee Office should inform Yanshan County Security Committee Office of the relevant situation and instruct the local supervision department to investigate and deal with the illegal acts of Wenshan xxxx Co., Ltd. according to law.
(3) The relevant functional departments suggested that
the traffic management brigade of Guangnan County Public Security Bureau should make a written inspection to the county public security Bureau, and the Guangnan County Security Committee Office should interview the Guangnan Brigade of Wenshan Branch of Yunnan Transportation Comprehensive Administrative Law Enforcement Bureau.
