Zhou Yuxian: Manage Low-Price and Disorderly Competition and Actively Promote Long-term Capacity Reduction

On August 20, China Cement Association held a staff meeting in Beijing, which was attended by all employees of all departments, entity companies and heads of branches of the association. Zhou Yuxian said that he was very honored to be elected as the President of the Ninth Council at the first meeting of the Ninth Council and to work with you to contribute to the high-quality development of China's cement industry. Since its establishment 38 years ago, China Cement Association has experienced major changes in the national system, rapid development of the market economy and rapid growth of the national economy, and its position and role in the national governance system have also undergone great changes. In the past 20 years, the Association has done a lot of work and made great contributions and achievements in promoting China's cement industry to "grow from big to strong, rely on new to strong" and achieve "innovation, promotion, transcendence and leadership".

With regard to the next work of the Association, President Zhou Yuxian put forward the following requirements:

First, make a voice upward and take root downward to actively promote the industry's short-term output control and long-term capacity

reduction. At present, the development of China's cement industry is facing a new turning point, and the domestic demand for cement has dropped sharply. With the gradual aggravation of overcapacity, the industry ecology has been destroyed frequently, and the industry efficiency has declined sharply. Faced with the severe and complex industry situation, China Cement Association should adhere to the main line of "reducing production capacity, stabilizing expectations and increasing benefits", vigorously promote peak-staggering production, short-term output control, and actively promote concentration and long-term capacity reduction. The first is to actively strive for policy support; the second is to strengthen policy supervision and implementation; the third is to govern low-price disorderly competition; the fourth is to actively voice on behalf of the industry; the fifth is to promote scientific and technological innovation in the industry.

China Cement Association, as an industry association linking enterprises and the government, should resolutely implement the line, principles, policies and decision-making arrangements of the Party and the state. It is also necessary to safeguard and reflect the interests of the cement industry, as well as the interests and demands of most member enterprises, so industry policy research is very important. On the basis of strengthening the research on major issues of industry development, we should improve the communication mechanism with policy-making departments, deeply participate in the formulation of industry policies, reasonably reflect the demands of the industry, actively promote the expectations of the industry and the needs of enterprises to be written into the policies and achieve results, and continue to create a policy atmosphere of government-enterprise linkage and benign interaction. The first is to study industry anti-involution; the second is to study industry capacity reduction; and the third is to study industry carbon trading.

3. Deepening international cooperation and actively promoting China's cement "going out"

Under the background that the domestic market is difficult to break through and the downstream demand continues to be weak, more and more Chinese cement enterprises are turning their eyes overseas. After more than 40 years of rapid development, China's cement enterprises have been in the leading stage in the world in terms of production technology, emission indicators, equipment efficiency, operation and maintenance management. Compared with the domestic market, the demand potential of cement in overseas emerging market countries is huge. As an industry association, we should at least do well in the following three aspects: first, strengthen overseas market research; second, play the role of the association platform; third, participate in international cooperation and exchanges.

4. Work hard inward to strengthen the organization and capacity building

of the association. "Four services" are the core purpose of China Cement Association and the foundation of the association. Strengthening the organization and capacity building of the association is the core path to strengthen the working ability, service ability and influence of the association. The first is to improve the system construction and daily management in accordance with the law; the second is to strengthen the discipline construction and build a good political ecology and business environment; the third is to strengthen the capacity building of the association itself. At the end of the

speech, President Zhou Yuxian, on behalf of China Building Material Group, said that China Building Material Group would take the lead in fully supporting the work of China Cement Association. In his speech, Vice President
