On April 24, the customs clearance ceremony of the first batch of highway ports in China for intelligent acceptance and management of imported cement was held at Mohan Highway Port, which successfully promoted Mohan Port to become a pilot project for intelligent acceptance of imported Lao cement. This is another major breakthrough in deepening reform and optimizing the business environment, and it is also a brilliant stroke in the process of urban construction of Mohan International Port. 2023, the General Administration of Customs issued a management policy on the inspection and acceptance of imported cement, with "overseas inspection, data sharing, examination and release" as the core, through the acceptance of inspection reports from third-party organizations, under the premise of ensuring quality and safety, the efficiency of customs clearance at ports can be greatly improved and the operating costs of enterprises can be reduced. The successful implementation of the pilot reform has reduced the time limit for customs clearance of imported cement from Laos from 35 days to 24 hours, and reduced the cost of customs clearance by more than 90%. It is expected that the import of cement will increase by 400000 to 1000000 tons in the future.
At present, Kunming is making every effort to build Mohan International Port City, and the demand for building materials such as cement for major projects continues to rise. The application of intelligent acceptance customs clearance mode not only accelerates the effectiveness of cement import customs clearance, but also helps to "reduce costs and speed up" the construction of Mohan International Port City by reducing import costs and stabilizing the supply chain. This achievement is a model of transforming "port efficiency" into "economic momentum", which not only opens up a new channel for cooperation between China and Laos, but also brings new growth points for the economic development of Kunming Port.
