The report shows that the framework of China's green certificate system has been basically completed; By the end of December 2024, a total of 49 green certificates have been issued nationwide.
It is reported that green certificates are electronic certificates with unique identification codes issued for renewable energy green power, and one green certificate unit corresponds to 1000 kilowatt-hours of renewable energy. The National Energy Administration is responsible for the issuance and management of green certificates, which are issued monthly on the basis of electricity data provided by power grid enterprises and power trading institutions, and stamped with the special seal of the National Energy Administration for green power certificates. as a core policy measure for renewable energy consumption and regulation, the renewable
energy consumption responsibility weight system has been implemented since 2020. The state continuously improves the relevant requirements, and in 2024, it puts forward the target proportion of green power consumption for electrolytic aluminium and other industries and uses green certificate accounting; At the same time, provincial energy authorities actively promote the construction of renewable energy power in accordance with the weight of consumption responsibility, and formulate implementation plans and related supporting policies for renewable energy power consumption in accordance with local conditions, thus effectively improving the level of renewable energy power consumption. For example, local governments such as Shanxi Province, Ningxia Hui Autonomous Region, Inner Mongolia Autonomous Region, Fujian Province and Guangdong Province have issued policy documents calling for the implementation of the compulsory consumption mechanism of renewable energy power for high-energy-co nsuming enterprises in stock and the commitment system of renewable energy power absorption for new high-energy-consuming projects, and through the assessment of the weight of responsibility for renewable energy absorption. Guiding enterprises to implement green power consumption substitution by purchasing green power with green certificates; proposing that the proportion of green power consumption and energy budget management objectives should be allocated to key energy users, specifying the minimum proportion of green power consumption, requiring that the proportion of green power consumption should be increased by purchasing green power with green certificates, and meeting the requirements of consumption responsibility weight assessment (see column 2).
