In order to thoroughly implement the Energy Law of the People's Republic of China and implement the relevant requirements of the Medium and Long-term Plan for the Development of Hydrogen Energy Industry (2021-2035), To further explore innovative hydrogen energy management mode and diversified development path, and promote the deep integration of scientific and technological innovation and industrial innovation, the National Energy Administration has organized the pilot declaration and selection of hydrogen energy in the field of energy. The relevant matters are hereby announced as follows.
1. On the recommendation of relevant provincial energy authorities and central enterprises, the National Energy Administration organized expert reviews and publicly solicited opinions from all sides, and decided to list 41 projects such as the integrated synthesis of green ammonia and hydrogen energy coupling application in Shenneng Etuoke Banner, Inner Mongolia, and 9 regions such as Baicheng, Songyuan, Changchun, Jilin, as hydrogen energy pilot projects in the field of energy (the first batch).
2. The pilot units should actively promote the project and regional pilot work, firmly promote the construction and operation of relevant projects, promote the coordination of institutional mechanisms, management models, infrastructure and business models, and regularly report the progress of the pilot work through the national hydrogen energy information platform.
3. Relevant provincial energy authorities should strictly implement the main responsibilities, strengthen the management of local projects and regional pilot projects, coordinate and solve the problems in the pilot work, and continuously track the construction progress, policy implementation, results and benefits, so as to ensure that the pilot projects achieve the desired results; If the promotion is not effective and the pilot effect has not been achieved through the evaluation of relevant institutions, the relevant pilot qualification shall be cancelled according to the procedure.
4. In accordance with the spirit of relevant documents, this pilot project shall not carry out licensing, naming and other activities. Other matters of the pilot work shall be implemented in accordance with the requirements of the Notice of the General Department of the National Energy Administration on Organizing the Pilot Work of Hydrogen Energy in the Energy Field (National Energy Comprehensive Science and Technology [2025] 91).
