Recently, the Hunan Development and Reform Commission issued a reply on the energy-saving report of the technical renovation project of suspension boiling calcination of new internal circulation cement clinker with a daily output of 2500 tons by Hunan Guzhang Southern Cement Co., Ltd.
It is understood that Hunan Guzhang Southern Cement has a 2500 t/d cement clinker line, and the main equipment is a Φ4 × 60m new dry rotary kiln. One Φ9.2m suspension fluidized bed calciner is planned to be built.
The project is a subversive innovation of cement production technology. Compared with the traditional precalciner kiln cement production technology, it has great advantages in reducing energy consumption, improving product quality and reducing pollutant emissions, and conforms to the industrial policies and new development concepts of energy saving and emission reduction, green and low carbon advocated by the state. The energy saving report of the project is approved
in principle. It is required to improve and strengthen the following energy conservation work on the basis of implementing various measures in the energy conservation report:
(1) Optimize the main energy-using systems. Focusing on the clinker burning process, we should further optimize the utilization of waste heat resources and improve the level of energy efficiency. The proportion of fossil energy consumption should be reduced by purchasing green electricity certificates and other measures.
(2) Selection of high-efficiency and energy-saving equipment. Select products and equipment that meet the national first-class energy efficiency standards, especially suspension fluidized bed furnace, transformer, fan and other major energy-using equipment. Energy efficiency indicators are included in equipment bidding documents and procurement contracts as important technical indicators. It is not allowed to use the types that are explicitly prohibited or eliminated by the state.
(Three) strengthen energy conservation management. According to the General Principles for the Equipping and Management of Energy Measuring Instruments in Energy-using Units (GB17167-2006), the Requirements and Guidelines for the Use of Energy Management Systems (GB/T23331-2020) and the Measures for Energy Conservation Management in Key Energy-using Units (Decree No.15 of 2018 of the National Development and Reform Commission), energy measuring instruments are strictly equipped. Establish and improve the energy measurement management system, build an online monitoring system for energy consumption, and classify and monitor the main energy-using processes. The energy conservation review opinions of this
project shall be valid within 2 years from the date of issuance. If the construction is not started within the time limit or the completion time exceeds the estimated completion time in the energy conservation report for more than 2 years, the energy conservation review shall be carried out again. If the construction site, construction content, construction scale and energy efficiency level of the project have changed significantly, or the annual actual comprehensive energy consumption exceeds 10% or more of the approved level of energy conservation review, the project shall apply for change or re energy conservation review.
According to the requirements of the "14th Five-Year Plan" double control of energy consumption and strict management of "two high" projects, the Development and Reform Commission of Xiangxi Autonomous Prefecture is invited to strengthen the analysis and judgment of energy consumption in the region, take effective measures to ensure the completion of the target of reducing energy consumption intensity and reasonably control the increment of energy consumption; Take the project as the key object of energy conservation supervision, effectively supervise and inspect the project according to the review opinions, the "two high" demonstration review opinions and the final energy conservation report of the project, and timely report the implementation of the energy conservation review opinions of the project; supervise and urge the project unit to organize the energy conservation acceptance in time after the completion of the project.
