Detailed rules for the implementation of production license for cement products are issued!

A few days ago, the General Administration of Market Supervision issued the General Rules for the Implementation of Industrial Product Production Licenses and the Detailed Rules for the Implementation of 24 Product Production Licenses, including the Detailed Rules for the Implementation of Cement Product Production Licenses. The newly promulgated General Rules and Detailed Rules will be implemented on April 1, 2026, and the original General Rules and the corresponding Detailed Rules will be abolished at the same time. The revision of the

General Principles mainly includes four aspects.

First, standardize the approval process and time limit requirements to improve the efficiency of approval.

The second is to clarify the specific requirements of the three ways of examination and approval, namely, verification before certification, on-site examination after verification and notification of commitment.

Thirdly, we should implement the main responsibility and quality and safety traceability requirements, and increase the provisions of "establishing quality and safety management system and quality and safety traceability system".

Fourthly, the time limit of the inspection and testing report submitted by the enterprise should be adjusted to six months before the application, and the inspection and testing report should not be a combination of multiple reports, so as to make it clear that the conformity of the inspection and testing report should be strictly examined in the field verification. The revision of the

detailed rules includes the improvement of the industrial policy requirements in the detailed rules for cement products.
