Anhui Emergency Management Department recently released the Investigation Report on the "7.8" Major Poisoning and Asphyxiation Accident of Wuhuwan Ruicheng Concrete Company. At 13:10 on July 8, 2025, a serious poisoning and asphyxiation accident occurred during the maintenance and renovation of the water reducing agent storage tank of No.2 production line in the concrete mixing workshop of Wuhu Ruicheng Concrete Co., Ltd., resulting in four deaths, one injury and a direct economic loss of 7.5131 million yuan.
The accident investigation team confirmed that the accident was a major accident of production safety responsibility.

After investigation, it was found that the operators of Ruicheng Concrete Company violated the safety regulations of limited space operation and entered the accident tank without emptying the water reducer in the tank, without ventilation, without testing, and without personal protection. The accident was caused by the inhalation of hydrogen sulfide, carbon monoxide, carbon dioxide and other toxic and harmful gases by the relevant personnel; the rescue personnel entered the tank for blind rescue without taking any protective measures, resulting in the expansion of casualties.
The accident resulted in four deaths and one injury. Wang Mou, a maintenance worker of Wuhu Ruicheng Concrete Co., Ltd., first fainted at the bottom of No.2 water reducer storage tank, and many people were killed and injured in the rescue process. The deceased were Tao Moubing, general manager of Wuhu Ruicheng Concrete Co., Ltd., Pei Moushui, maintenance worker Wang Moutian and maintenance worker Hou Mouguo.
The accident investigation report pointed out that Wang Moutian, a maintenance worker of Wuhu Ruicheng Concrete Co., Ltd., violated the safety management regulations of limited space operation, entered the accident storage tank without emptying the water reducer in the tank, without ventilation, without testing, and without doing a good job of personal protection, and was directly responsible for the accident. In view of his death in the accident, it is recommended that he be exempted from accountability.
Tao Moubing, general manager of Wuhu Ruicheng Concrete Co., Ltd., lacked safety management, did not establish the responsibility system for safety production of the whole staff, did not organize the formulation of safety production rules and regulations and operation rules, did not organize the education and training of safety production of the company, and did not organize the safety production of the company. The whole process of the company's limited space operation is out of control. It bears the main management responsibility for the occurrence of accidents. In view of his death in the accident, it is recommended that he be exempted from accountability. Tao Mouhu, chairman and legal representative
of Wuhu Ruicheng Concrete Co., Ltd., was released on bail by the Bay Branch of Wuhu Public Security Bureau on August 20, 2025. It is suggested that the judicial organs should deal with it according to law. If the judicial organ does not constitute a crime, it shall instruct the Wuhu Emergency Management Bureau to impose administrative penalties according to law.
Wuhu Ruicheng Concrete Co., Ltd. is responsible for the accident. According to the provisions of Article 114 of the Safety Production Law of the People's Republic of China, it is suggested that the Wuhu Emergency Management Bureau should punish it. The clues and relevant materials on the performance of public officials of local governments and relevant departments found in the course of
accident investigation have been handed over to the Provincial Discipline Commission for supervision, and the relevant units and personnel shall be held accountable in accordance with the rules and regulations.
