Recently, the Housing and Construction Bureau of Yiyang City, Hunan Province, issued a notice on strengthening the quality management of ready-mixed concrete in housing and municipal engineering. The Housing and Urban-Rural Construction Bureau of each county

the ready-mixed concrete production enterprises and the relevant units:

In order to resolutely prevent ready-mixed concrete produced by production enterprises without corresponding qualifications or during the period of suspension and rectification from entering the construction site of construction projects and ensure the quality of projects, the relevant matters concerning strengthening the quality management of ready-mixed concrete are hereby notified as follows.

1. Strict implementation of laws, regulations and standards requires

that the quality control of ready-mixed concrete is the basis of project quality control. All project participants and ready-mixed concrete production enterprises shall strictly abide by the Regulations on Quality Management of Construction Projects, the Measures for Quality Inspection and Management of Construction Projects, the Regulations on Quality and Safety Production Management of Construction Projects in Hunan Province, the Regulations on Qualification Management of Construction Enterprises and the Opinions on the Implementation of Qualification Standards, and other laws and regulations, as well as the Code for Acceptance of Construction Quality of Concrete Structures (GB 50204) "Standard for Quality Control of Ready-mixed Concrete" (GB 50164), "Ready-mixed Concrete" (GB/T 14902), "General Code for Concrete Structures" (GB55008), "Detailed Rules for the Implementation of Quality Management of Ready-mixed Concrete in Hunan Province" and other standards and norms, strengthen the whole chain management of concrete production, construction and acceptance links, and improve the quality of concrete. To ensure the safety and reliability of concrete engineering quality.

2. Strict quality management

of ready-mixed concrete production (1) Strengthen the source management of raw materials.

Ready-mixed concrete production enterprises should establish and improve the management system of raw material procurement and the account of raw material use and testing, so as to achieve traceability of raw material quality. Adhere to the principle of "inspection before use", strictly prohibit fraud, shoddy, and do not use raw materials that do not meet the relevant national, industrial or local standards.

(2) Strengthen laboratory management.

Ready-mixed concrete production enterprises should set up concrete laboratories that meet the requirements of production quality control. The laboratories should at least have the ability of cement, fine aggregate, coarse aggregate, admixture, mineral admixture, concrete performance test and concrete mix design. The main control items of raw materials shall be sent to qualified inspection and testing institutions for verification and testing according to the frequency of not less than 30% of the inspection batches. If the performance indicators of raw materials are not qualified, they shall not be used for production.

(Three) strengthen production process control and factory inspection management.

Ready-mixed concrete production enterprises should strictly control the approval and adjustment of concrete production mix proportion, strictly follow the approved mix proportion for production, and the accuracy of production metering equipment should meet the standard requirements and be verified according to regulations. An ex-factory quality inspection account shall be established.

3. Strict quality management

in the use of ready-mixed concrete (1) Strengthen the procurement management of ready-mixed concrete.

Purchasing units shall purchase ready-mixed concrete from production enterprises that have obtained professional contracting qualification for ready-mixed concrete, and shall strictly prohibit the purchase and use of concrete produced by enterprises without production qualification. Before procurement, the procurement unit shall inspect the professional contracting qualification of ready-mixed concrete of ready-mixed concrete production enterprises, and strictly prohibit ready-mixed concrete produced by production enterprises without corresponding qualification or during the period of suspension and rectification from entering the construction site of construction projects.

(2) Strengthen the management of ready-mixed concrete entering the site. After

the ready-mixed concrete enters the construction site, the construction unit, the supervision unit and the production enterprise shall carry out the delivery acceptance of each truck of concrete, jointly check and confirm the key information such as the production enterprise, the project name, the pouring position, the strength grade, the slump and the transportation time in the delivery list, and inspect the slump according to the standard requirements. The concrete test block shall be reserved according to the standard requirements, and the witness sampling, production, identification, standard maintenance and management of the concrete test block shall be standardized. It is strictly prohibited to make and maintain concrete test blocks by production enterprises. Construction units and supervision units shall be responsible for the representativeness and authenticity of concrete test blocks, and establish the unique identification and inspection account of concrete test blocks.

(3) Strengthen the quality management of the construction process.

The construction unit shall prepare the concrete pouring, curing and formwork removal scheme according to the characteristics of concrete subdivisional works, and carry out approval and technical disclosure as required. In the process of concrete construction, it is strictly prohibited to add water into the concrete mixture without authorization. The supervision unit shall strengthen the review of the concrete construction scheme and the on-site supervision of the concrete construction process. After concrete pouring, curing shall be carried out in strict accordance with the technical specifications for concrete construction. The removal of formwork must meet the requirements of specifications and standards to ensure the quality of concrete entities.

4. Strict supervision

of the quality of ready-mixed concrete (1) Implementing supervision responsibilities.

Local housing urban and rural construction departments and quality and safety supervision agencies should strictly implement the responsibility of territorial supervision, strengthen the quality supervision of the production and use of ready-mixed concrete by means of daily supervision, special inspection and spot check, and strengthen the linkage supervision mode from the quality of the use link to the quality of the production link.

(2) Strengthen law enforcement. Once

local housing construction departments and quality and safety supervision agencies find that ready-mixed concrete production enterprises fail to meet the requirements of qualification standards, use raw materials without inspection, issue false inspection reports, fail to produce according to the design mix ratio, cut corners, fail to construct according to construction technical standards or use unqualified concrete, they shall be investigated and dealt with seriously in accordance with relevant laws and regulations. Local housing construction departments in urban and rural areas and quality and safety supervision agencies shall, in conjunction with the centralized renovation of rural stations of ready-mixed concrete enterprises, investigate more than one case if the ready-mixed concrete produced by ready-mixed concrete produc tion enterprises without corresponding qualifications or during the period of suspension and rectification enters the construction site of construction projects. Strictly and quickly investigate and deal with the main responsibilities of production enterprises, procurement units and all parties involved in the construction in accordance with the law and regulations, and timely report and expose typical cases. At the same time, we should combine the "double random" inspection to increase the intensity of inspection and investigation.

(3) Strengthen publicity and education.

Local housing urban and rural construction departments and quality and safety supervision agencies should supervise and guide the production enterprises of ready-mixed concrete and the responsible subjects of all parties involved in the construction to strengthen the publicity and study of relevant laws, regulations and standards on concrete quality, strictly implement the quality management requirements of ready-mixed concrete, and effectively guarantee the quality of housing and municipal engineering.

Strengthening the quality management of ready-mixed concrete in housing and municipal engineering is a normal daily work. In order to ensure the achievement of phased work results, local housing urban and rural construction departments and quality and safety supervision agencies are requested to strengthen organizational leadership, thematic research and deployment, and comprehensively strengthen management in combination with the special renovation of rural stations of ready-mixed concrete enterprises, and to report the phased work to the Quality and Safety Section of the Bureau before September 30 and the end of December.
