your company. After study, the reply is as follows:
I. The construction site of the project is located at No.12, Daqing Road, Guantan Town, Xuyi County, Huai'an City, Jiangsu Province. The total investment of the project is 100.8 million yuan, including 5 million yuan for environmental protection. The project will not increase the land area. After the completion of the project, an annual output of 760,000 tons of P.C42.5 ordinary Portland cement and 240,000 tons of P.C32.
According to the evaluation conclusion of the Report Form, On the premise of implementing the pollution prevention and risk prevention measures proposed in the Report Form, from the perspective of environmental protection, it is agreed in principle that it is feasible for your company to carry out the project construction according to the contents stated in the Report Form.
2. In the engineering design, construction and environmental management of the project, your company must implement the ecological environment protection measures proposed in the Report Form. And focus on the implementation of the following requirements:
1.2. According to the principle of "clean water and sewage diversion, quality treatment, multi-use of water", design and construction, improve the water supply and drainage network. No new domestic sewage will be added in this project. The domestic sewage of the existing project will be connected to Guantan Town Sewage Treatment Plant for advanced treatment after being pretreated in the septic tank to the standard of connection. The vehicle washing wastewater will be recycled after three-stage sedimentation and will not be discharged.

The material conveying process of the project is operated in the closed workshop, and the waste gas generated from the feeding is collected by the gas collection hood (with curtain) above the feeding port to the bag-type dust collector for treatment, and then discharged through the 25 m high exhaust funnel DA001; The waste gas from rolling and powder selection generated in the cement grinding process is collected by the closed equipment pipeline to the bag-type dust collector for treatment and then discharged through the 40m-high exhaust funnel DA002; the particulate matter generated by the ball mill is collected by the closed equipment and treated by the bag-type dust collector and then discharged through the 40m-high exhaust funnel DA003; The bagged cement packaging process is operated in a closed workshop, and the generated packaging waste gas is directly pumped and collected at the bottom of the packaging machine to a bag-type dust collector for treatment and then discharged through a 25m-high exhaust funnel DA004; when filling bulk cement, the workshop is kept closed, and the bulk waste gas is collected by a bulk loader suction opening device to a secondary bag-type dust collector for treatment and then discharged through a 15m-high exhaust funnel DA005; The waste gas generated by bagged cement loading is collected by the gas collecting hood to the bag-type dust collector for treatment and then discharged through the 15m high exhaust funnel DA006. The concentration limit in Table 1 of Emission Standard of Air Pollutants for Cement Industry (DB32/4149-2021) shall apply to the emission of particulate matter.

According to the principle of "reduction, recycling and harmlessness", the collection, storage, comprehensive utilization and safe disposal measures of various solid wastes must be implemented before the production of the project. The waste lubricating oil (HW08) and waste oil drum (HW08) of the project are entrusted to a qualified unit for disposal; the dust accumulated in the bag-type dust collector is reused for production, the sediment in the sedimentation tank is entrusted to a qualified unit for comprehensive utilization, and the domestic garbage is cleaned and transported by the environmental sanitation department. The construction of
hazardous waste storage facilities shall comply with the Pollution Control Standard for Hazardous Waste Storage (GB18597-2023), the Notice of the Provincial Department of Ecology and Environment on Printing and Distributing the Opinions on Environmental Supervision of the Whole Process of Solid Waste in Jiangsu Province (Su Huan Ban [2024] No.16), Notice of the Department of Ecology and Environment of Jiangsu Province on Doing Well the On-line Operation of the Whole Life Cycle Monitoring System for Hazardous Wastes in Jiangsu Province (S.H.B. [2020] No.401) and other relevant requirements; the storage of general industrial solid wastes in the plant shall meet the requirements of the Standard for Pollution Control on the Storage and Landfill of General Industrial Solid Wastes (GB18599-2020).

According to the Regulations on the Management of Pollutant Discharge Permits and the Catalogue of Classified Management of Pollutant Discharge Permits for Stationary Pollution Sources (2019 Edition), the project shall apply for a pollutant discharge permit; if the pollutant discharge permit has not been obtained, no pollutant shall be discharged.
8. Your company shall carry out safety risk identification and control for pollution control facilities such as dust control and sewage treatment, improve the stable operation and management responsibility system of internal pollution prevention and control facilities, and construct environmental control facilities in strict accordance with standards and norms to ensure the safe, stable and effective operation of environmental control facilities.
9. Xuyi Ecological Environment Comprehensive Administrative Law Enforcement Bureau of Huai'an City carries out daily supervision and management of the project.
X. If the nature, scale, location of the project, the production process adopted or the measures to prevent pollution and ecological damage have undergone major changes, the environmental impact assessment documents of the project shall be re-submitted for approval. If the construction project has started construction more than five years from the date of approval of this reply, the environmental impact assessment documents shall be submitted to our Bureau for re-examination.
